Even parked cars must be licensed

What is the code regarding people leaving unused cars, broken down cars and cars for sale around their homes? Does this apply to boats?
City code stipulates when vehicles on private property are required to be licensed and to be operable unless they are parked in a fully enclosed building or garage. Those who are in violation are given 15 days to correct the violation by having the vehicle licensed or removed from the property. Those who remain in violation after 15 days are subject to towing or a $250.00 fine or Municipal Code Board action. The zoning code prohibits parking a boat within the required front yard of the residence. For more information please call 630-CITY.
