Minutes of Meeting Of Shady Oaks Neighborhood Association, Tuesday, November 25, 2003, at the Police Substation.

Meeting was called to order by President Rodney E. Gillespie at 7:05 p.m. Nineteen members were present.

The first order of business was the Treasurer?s Report which shows a balance of $3,769.50 in savings and $422.59 in checking. Marty Hixon reported that SOHA will no longer be charged client analysis fees. That will save the
organization around $20 per month. The organization also received a refund of previous charged analysis fees.

The next item was Old Business. There was a discussion regarding the mailout of the newsletters. It was noted that all residents of Shady Oaks will receive the newsletters for the November and February meetings and that only due paying members will receive the newsletters for the May and August meetings. There was a discussion of the mailout of the new Shady Oaks directory. It is to be mailed out to all due paying members of the organization when it is completed in the winter of 2004.

There was a discussion of the proposed changes to the bylaws regarding voting and the time of the payment of dues. One motion was made that we change the bylaws to state that dues shall be payable beginning on November 1 for the following year and must be paid by April 1 in order to vote in the May election of officers. The motion was made and seconded and voted upon to be submitted to the general membership for its approval at the next meeting on Feb. 24, 2004.

There continued to be discussion regarding this matter and another motion was made that the last 12 words of Article III, Section 4, subsection 1 of the Bylaws be deleted to read: ?The Annual election of officers will be made at the meeting held in May each year. Elections shall be by written ballot by members who have been in good standing.? The last 12 words are ?for at least thirty (30) days prior to the day of the election.? The motion was made and seconded and approved by the members present to submit to the general membership for its approval at the meeting of Feb. 24, 2004.

The next item was New Business. The first item was Speed Bumps that have been installed on Palo Grande. There was much discussion regarding the need for them, the process by which they were installed, and the notice that some drivers are running into yards to go around the bumps. It was suggested that SOHA ask a city official in charge of street safety to come and to speak at our next meeting.

The next item was a discussion of the trash in the greenbelts. A local girl scout troop has asked to clean up the greenbelts as part of their service project for this upcoming year. Ben Sanchez has agreed to invite the girl scout?s troop leader to come and speak to the membership at the next meeting.

There was a continued discussion of the deer population in the neighborhood.

There was a discussion regarding security and the need for members to support the COPS program that has been part of this community for several years.

The meeting was adjourned at 8:15 to resfreshments from Sylvia Foster and Catherine Gillespie.
