Minutes of APRIL 11, 2006, Meeting *

Updates on Development, Improvements

Outgoing President Lamont Shaindlin opened the meeting held at Fire Station 88. He discussed updates he’s received from the county regarding development in our area. Lamont mentioned there’s a proposal to put in a 500-gallon, above-ground gasoline storage tank at the county’s Mabry correction facility. He also brought information from the last two county commission meetings and information about recent outbreaks of Norovirus at nursing care facilities.

Fire Station 88, at Ward Road and Fourth Plain, is located on county land, but Eastgate Plaza (the coming development with Wal-Mart as anchor) is on the south side of Fourth Plain, and that land was annexed by the City of Vancouver. It’s not clear who other tenants of Eastgate Plaza will be.

The City of Vancouver has bought ten acres on NE 162nd Avenue, south of the Heritage Square Safeway on Fourth Plain, and plans to build an operations center there.

Sportsman’s Warehouse is coming to the old Home Base location on Fourth Plain west of 117th Avenue. An Office Max or Office Depot is also expected to locate there. In addition to these “junior box stores” will be businesses of 20,000 square feet or less (known as “store space”).

Susan Wilson, who bought a home in our neighborhood last summer, was present. She works for Clark County Public Works and informed us of an upcoming road improvement project on NE 137th Avenue (Fourth Plain Road to 76th Street). The county may close 137th part of the time. Construction is set to begin June 20 and end August 31 at the latest. Improvements include two 12’ travel lanes, a center turn lane, sidewalks, a median, and possibly bicycle lanes.

Elections

Elections for officers were held. Outgoing Secretary Ann Makar will be co-chair of SNA with Susan Wilson. Kate Kohlschmidt will be Secretary, and outgoing V.P. Connie Collins will be Treasurer.

Legal Issues, Miscellaneous

Lamont reported that the county will now pay for the copying and mailing of three, rather than
two, newsletters each year for neighborhood associations.

A discussion began about a neighborhood nuisance at NE 147th Avenue & 97th Street and about appropriate reactions to the problem. The neighbors affected will circulate a petition and again contact county commissioners.

Two deputy sheriffs were present and asked us to remind others that it’s illegal to park on rolled curbs. Parking on a sidewalk could result in a ticket. Regarding concerns about noise, people are to be quiet between 10 P.M. and 7 A.M. A “barking dog” must be barking continually in order to merit attention from county employees.

Sales of “split-the-pot” tickets brought in $4, and the lucky winner declined to accept her $2, so the treasury has increased $4 to $23.50.
