Southern Wayne Neighborhood Organization Meeting 3-20-2003

There were 2 guest speakers and 22 neighbors in attendance.

The meeting started with Wesley Richardson introducing Bill Bowman from the Department of Public Works and Laura Daily form DLZ as our guest speakers. He then said that Mr. Joel McKinney was not able to attend. He would ask him to come back to another meeting to talk about the remodeling project for the Southern Wayne Jr. High School. One of our neighbors requested that if we would get any information about the remodeling project of the school, if it could be posted on the web site. Wes agreed.

Bill Bowman DPW first talked about the State Ditch. He said that he did some more checking into who really owns State Ditch. He has found out that most people that are next to State Ditch are not up to the middle of it. There are some parts of State Ditch that is privately owned, and some of it is not. He did say that he wants to look into this some more. He then went on to explain more about the different fazes of the upcoming Drainage Project.

Faze 1: That is the one that we are in now. Information gathering DLZ is the Project Manager. This takes about 2-3 years.
Faze 2: Planning and Designing of project. RW Armstrong is the company that going to work on the designing of the project. The designing of the project is going to take about 8 months. At this Faze there will be another neighborhood meeting with Department of Public Works. They will be sending out the information about this meeting.
Faze 3: The bid goes out. This would we posted out on the Department of Public Works web site.
Faze 4: Construction will start. The projected start date is Spring of 2004. If all goes faster than planned, then it will start sooner. Construction will take about a year to complete.

Cost: There is 2.4 million dollars that is for the Drainage Project. Out of this project, the fees for DLZ and RW Armstrong will also be paid. If there were to be any property that would have to be purchased for the project it would also come out of the funds.

Laura Daily from DLZ explained that they are the Project Manager, for the drainage project. She will be available for any questions, and wanted to know about any areas that really need to be looked at. She wants to here from the neighbors, as she put it, you live here, and know the areas that need to be looked at.

Wes ended the meeting with some information about a Marion County Prosecutor that wants to come out for one of our meetings. The neighbors agreed to have him come out and join one of our meetings. He also gave out some information about some coming events that are happening in the city. (Those events have been posted on the calendar.
