The City of Centennial''s legislation, HB 1099, which grants incorporating efforts of 75,000 or more people precedence over any city''s annexation attempts, has been introduced at the State Capitol by Representative Bryan Sullivant (R-Breckenridge) and Senator Tom Blickensderfer (R-Arapahoe County). If passed, the bill will prohibit Greenwood Village from annexing the proposed areas that the City of Centennial wants to incorporate until after an incorporation vote has been held. The first committee which will discuss the bill is the House Local Government Committee. Discussion is scheduled for Monday, January 11.
On the local level, Judge John Leopold of the 18th District Court has scheduled a Feb. 1 and 2 hearing date to address the question of priority - annexation or incorporation.
South Suburban Parks and Recreation District, a supporter of Centennial, has gone so far as to donate $85,000 to the cause. The Current proposed annexation by Greenwood Village would have direct financial impact on funds available to the District. The potential cost to the District has been estimated as $700,000 a year. A deal was offered by Greenwood Village to "allow the park district to keep property annexed by the city. In return, the park district would drop its support of the proposed city of Centennial" (as reported in the Rocky Mountain News). The District rejected the proposal.
