Purpose and Goals of the Spook Hill Association

Because there are many new residents in the area since our last newsletter, a review of our goals is in order.

The SHNAA is NOT a typical HOMEOWNERS ASSOCIATION. We are an association of residents in the area north of McKellips Road to the Tonto National Forest and east of the CAP canal to Ellsworth Road who do not reside in any of the developments that DO have an HOA. Our area of interest is a nine square mile zone that the City of Mesa designated in 1989 as the Desert Uplands (DU). With much input from our group, Mesa created special residential development standards for this area at that time. The group is named after a significant local geographic landmark, Spook Hill. Our primary goal is to retain as much as possible of the rural, desert character of the area while it is developed for housing.

We do this by trying to influence the city council, the county government and the major developers to maintain low density housing and minimal street lighting, preserve and restore native desert plants and maintain a sense of desert open space. The property owners elect the SHNAA board members at periodic general meetings.

The association attempts to represent the views of the majority of DU residents and property owners. SHNAA has no legal power and does not enforce CC&R’s or impose rules on DU residents. Membership is voluntary with no dues.

Newsletters and occasional general meetings are our way of informing the residents of activities of interest and gaining feedback on your concerns. We also maintain a web site at www.neighborhoodlink.com/mesa/spnaa. Most of the 750 residents on our mailing list own property in Maricopa County, although some are within the Mesa City limits. Our newsletters are provided to neighboring homeowner associations for possible distribution to their members.

We mail this newsletter to a list of residents of the Desert Uplands who are not members of HOAs. This list is difficult to maintain. Please share this newsletter with any of your neighbors who may not have received it and notify us at the address above or at HBJ37@aol.com of any additions, corrections or deletions that may be needed. We also maintain a list of those who would prefer to receive the newsletter by email. If you prefer email delivery, let us know and please advise us if your email address changes.
