Drug Abatement Response Team

The Jacksonville Drug Abatement Response Team (DART) was established in January 1996 to combat illegal drugs in Jacksonville by supplementing the traditional approach to solving the drug problem. The focus is on the property where drug activity flourishes. By working with landlords/property owners, strategies are developed and resources are brought to bear to reduce drug activity. Actions include bringing the property up to code, because blighted properties foster illegal activities. Other strategies may include tenant screening, cooperating with neighbors and making physical improvements to the property, which make it less attractive for illegal activities. If a landlord/property owner is uncooperative, The Jacksonville DART is able to apply Florida Public Nuisance Statute 823.05, which porvides that buildings used for drug activities are public nuisances and damages may be recovered from the property owner.
While the City of Jacksonville and the Jacksonville's Sheriff's Office are committed to controlling crime and preventing the resulting decline in property values, they cannot turn things around in Jacksonville without the active participation of property owners, tenants, and neighbors. There must be a corrdinated effort by all residents and property owners.

Landlords must learn to manage their property ties in ways that prevent illegal activity on their properties and must take a commitment to immediate action when it begins.
