May Meeting
The next meeting of Sun River Homeowners Association is scheduled for 7:00 P.M. on May 24, 2006 at the Credit Union building on Alma School just north of Ocotillo. Homeowners are invited and welcomed to attend Board meeting and to comment on issues being voted on. However, homeowners are not allowed to introduce motions or issues to the board from the floor. Issues requiring a board discussion or decisions must be received by the management company, preferably in writing, at least 3 days before any scheduled Board meeting. Concerns raised during open forum will be considered only if time permits and at the discretion of the Board.

Meeting was called to order by Jamal Sarsam @ 7:02PM
Members present: Jamal Sarsam, Mike Morse, Kevin Horvill, Matt Weyandt, Bill Peters, Matt Vredevoogd
Members absent: Allen DeGraffenreid(3rd absence)
Approval of previous Minutes: Lawyer still confident we will be reimbursed $10,000 for tax paid on greenbelt and is working on having it refunded. Motion to accept by Matt V. Seconded by Bill.
Financial Report: Motion to accept financial report by Mike. Seconded by Matt W.
Presidents Report: Jamal met with Geno Carr from Woodside Homes regarding view fence maintenance issues. It was discovered at this meeting that the fence posts that are in the ground are galvanized steel, so it is acceptable to have the post in the ground . Geno pointed out that the areas where the bottom cord of the fence was covered was caused by homeowners landscaping. Homeowners with view fencing need to keep the bottom cord of the fence free of debris to prevent rusting and to have it accessible for maintenance. Letters have been sent to inform homeowners of this. The Association needs to have the fence painted as soon as possible to maximize its lifespan. View fencing will need to be painted every three to five years from this point.
Jamal attended the third Congress of Neighborhood program on 4/1/06 sponsored by the City of Chandler where they had a session on free website through the City of Chandler. He gathered information and planed on meeting with Mike to get our website started.
City of Chandler has a matching grant program for community improvements for up to $10,000. This money would be available for projects such as improving the entry into the community.
Vandalism and crime in the community has become a problem. President of Cooper Common indicated that they are having a more serious issue with vandalism. An effort needs to be made to get our community more involved in neighborhood watch programs. We need to make sure homeowners know how to become involved in this type of program.
Architectural Committee: For the month of March, the Committee reviewed 11 submittals on 3-27-06, six were approved, three approved with provisions, and two denied. Next week, the Committee will meet to review 8 submittals for the month of April.
Landscaping Committee: Many of the new plants have died, but are under warranty. AAA will be checking to make sure they are getting water and to replace the ones that died. Pest control will be coming the 4th Friday of every month.
Social Committee: No update - chairman absent.
Communications committee: There is a need for news to put in the newsletter. The plan for the future is to go in the direction of publicizing the newsletter by putting it on the community website.
Old Business: Insurance- The Mahoney Group policy looked comprehensive and it looked like it would fill our needs, but we have not received a quote for it as of yet. We need a general liabilities policy with a umbrella policy to fill in any gaps in the policy. Our current insurance expires the first of June.
Check signing policy- No major bank verifies the signatures on dual signature checks. Our ongoing policy will be for Bob (our manager) to issue the checks and will be signed by Robb (President of Premier) and Jamal. Then, Matt W. will confirm that both signatures are there by reviewing the bank records.
View fence painting - One bid has been received from Desert Springs Painting for $8,130. Jamal will contact the board as soon as the next two bids are received to select a painter.
New Business: Planting new trees-Homeowners had requested additional mature trees to be planted around the playground to shade it. AAA submitted proposals for three 36?” box trees for a cost of $2,243. Kevin motion to accept the proposal, Seconded by Mike. Discussion followed, Bill motioned to close the discussion, Kevin seconded. Motion passed. All board members voted in favor of the motion. Three smaller trees will be relocated to new locations.
Open Forum: Many homeowners attended and voiced their opinion on some of the issues that were discussed.
Adjournment: Motion to adjourn the meeting at 8:55 by Matt V. Seconded by Bill.
Serving on the Board: Some homeowners do not appreciate the hours that some Board members put into the Association every week. The Boards of other organizations, such as a Church or a PTA, are applauded whenever they accomplish things. However, because of the nature of the duty of the HOA Board (which is mainly to enforce the rules of the CC&R and other documents) members are looked on as bullies or worse. The people who complain about the Board enforcing the CC&R would complain more if the community deteriorated because the rules were not enforced. Many homeowners attend Board meetings only when they have violated the rules (sometimes repeatedly) and are upset for being corrected or fined. They want their violation to be accepted but at the same time they point out other homeowners violations and wonder why the Board is not taking care of it.
Your Sun River Board is made up of volunteer homeowners with the same interests as you in keeping our neighborhood safe and of high value. We try to be reasonable on minor issues and often overlook violations that eventually will be corrected. We would prefer to spend our energy keeping Sun River beautiful and organizing community events, but too many homeowners seem to think the rules apply to everyone but themselves. Please come to any board meeting and volunteer to help, all our committees are made up of Board members and homeowners. You are very welcome to join!
Painting the view fence: The Board of Directors is in the process of reviewing bids from painters to paint the view fence. Consequently, the painters will start removing rust and painting during the month of May.
Homeowners with view fence must clear the debris and plants next to the fence to provide free accessibility for painting, including the underside of the bottom cord. If any extra work is incurred by the painters to clear the fence for painting, their extra charges will be billed to the homeowner?’s account. Homeowners, please try to clear the area next to your view fence within the next ten (10) days.
The painters will notify the owners with the specific day on when they will need access to the backyard and protection from the dogs (if any).
Pursuant to the CC&R, Article 4.5, the Association has an easement right for the purpose of inspection, maintenance, repair and replacement of the Areas of Association Responsibility. The cooperation of the homeowners will be greatly appreciated.

Replacing shrubs and trees: New developments are originally planted with 30%-50% more trees and shrubs than needed expecting to lose many in the first few years. We have just started replacing some of the shrubs and trees that were lost in the past. Not all the shrubs and trees that were lost will be replaced.
Management Company: Home owners should report violations and emergencies to the Management Company. The Management Company can not catch all violations. Homeowners do not have to give their names when reporting a violation. Premier Management may be reached by calling 480.704.2900 or emailing our manager, Bob Clausen at BClausen@PremierAZ.com. Hull Elementary News:
Hull Heroes Care ?– At our recent spring sock hop, our generous Hull students and families donated 898 pounds of food to Chandler Christian Community Center when they paid admission to the Sock Hop with cans of food. Thanks to everyone who volunteered at the Sock Hop and in the organization of the fun-filled evening.
Orchestra Concert ?– Thursday, May 11, 7:00 p.m.
PTO Meeting / Board Nominations ?– Thursday, May 11, 6:00 p.m. in the Media Center. Elections of officers for the 06-07 school year will take place. Several PTO committee lead positions and volunteer positions are still open for 06-07. The PTO Transition meeting is scheduled for May 18.
