Councilmember Quan, I am sending this communication to you on behalf of some stakeholders representing twenty-five active civic clubs in southeast Houston covering Councilmember Addie Wiseman and Councilmemer Ada Edwards districts.
Councilmember it is paramount that we be afforded time with you in March, before April 19, 2005 to present facts in the form of a chronology of documents with dialogue concerning the material that we left with you, however, there is more. I will format the information for easy reading. If this is not feasible in March ?– early May ?– if this is not feasible then we need to reevaluate our course. Please respond as soon as possible.
I want to be exceedingly clear in our request and in your acceptance of our request, at council meeting on January 18, 2005 to help draft policies to help clarify some protocols, procedures and standards for the planning department?’s director and personnel in communicating with super neighborhoods and clusters.

Recent Example:
1. What is the procedure and process for the planning department to respond to a new application for a super neighborhood?
?• Should it take ninety-days? We think not.
?• We think a written detailed response should be sent within two-weeks clearing stating what the status and or next steps for the application to proceed.
Example of Changes:

2. Whereas, ach super neighborhood has constitutions or/and bylaws, the city shall not, suggest or make changes in anyway or form without the notification, verification and time to respond with approval of the parties involved. This is a policy to be adhered to by all city departments.
?• This is a specific examples on how we see C.O. 1025 (Chapter 33) could be improved. We also see this ensures local issues to be communicated and addressed at the local level without decisions being made from the department without notification, justification, or verification.
