Super Neighborhood Elections
As you know, the Planning and Development Department works closely with Super Neighborhoods and helps ensure that each Super Neighborhood Council operates in accordance with its bylaws.
I am pleased to learn that you have scheduled an upcoming election of officers for the Sunnyside / South Park Super Neighborhood Council. Based on my conversation with you on April 16th, I understand the council will observe the following election schedule and protocol:
1. In preparation for election, a nomination committee has been created. A nomination committee election plenary workshop will be convened on May 6, 2002 at 7 PM. The workshop will be held at the South Part Baptist Church - Family Life Center, located at 5830 Van Fleet. All Super Neighborhood stakeholders will be notified and invited to participate in the workshop.
2. The actual election will take place on May 20, 2002 (at 7 PM) and will be held at the Sunnyside Multi-Service Center located at Wilmington and Cullen. All Super Neighborhood stakeholders will be invited to participate in the election and will be permitted to nominate candidates for office from the floor.
If my understanding of your election schedule and protocol is incorrect please advise me.

Mr. Tinnermon,
I sent you a corrected copy of the memo sent on the 10th. The corrections are your title included and a date May 18 and it should have been April 18, 2002. There is serveral other items included with that email that were not intended to be sent. You can disregard.
This is a follow up to our conversation concerning the City of Houston's Planning Departments position on the Sunny Side/South Park Super Neighborhood's currently in light of our sending in the corrective plan to hold our election.
In an effort to stop and reduce misinformation and misinterputation please send us your statement in writing and any other policy related to this situation. Once we have the policy speaks for itself. I hope that this request will be solve the misquotes issue.
Our current assistant secretary (Lidya Stewart) informed me that she attended the meeting on Tuesday and she got the distinct impression that someone from planning called me and told me that I should be at that meeting or I must be at that meeting.
Mr. Allen Parker did not convey any such idea to me. He did ask me if I knew about the meeting; he did say that there was going to be a meeting and that it was not an election. This was done on Monday. He said that he called me on Friday however, I have not record of his call or a message to that affect. I have no problem attending any meeting to discuss whatever.
I am sure that if things are put in writing that many rumors will fanish.
Thank you.
Charles X White

Emergency and Disaster Community Appreciation
April 13, 2002
…Salutation -
… This Occasion is For
This occasion is for everyone who works under trying circumstances professional and volunteer. This occasion is for each one of us who work for the good of humanity. This occasion is for our children to see us receive a small measure of appreciation for our sacrifice. This occasion is not for people who major in procrastination and minor in envy.
… If you always do what you have always done, you will always achieve the same results. Wouldn’t it be helpful if you had more members coming to meeting, more stakeholders coming to vote, more people with national night out more people attending the fire academy more people learning CPR more students passing TAAS. Whether you are a public servant, community servant or a bureaucrat we are connected by serving the same group of stakeholders.

Framing this event is rooted in the past, present and future of all of your-our efforts to improve the conditions that we face on a daily basis. For some of you a lifetime but for me 17 years. Our intent for today is to celebrate and appreciate your work. However, we must not lose sight that we are having a joyful moment in a serious and in many cases for some of us a dangerous time. An event like this was held in 1988 and 1990. Rev. E. R. Curvy, Rev. Richard Lott, Lt. David Walker…. Brief explanation of SSSPSN and intent.
…Mayor Brown brought a concept called Neighborhood Oriented Government based on a proven project Neighborhood Oriented Policing. One of the challenges Mayor Brown has, as he introduces this concept, is to get city personnel and citizens to change their thinking and the way they and we are doing business for more efficiency in matters of capital improvement projects being completed in our neighborhoods. It works, yes. Example: 65 items
According to Robert D. Putnam, author of Bowling Alone, (The collapse and revival of American community) states, “ In other words, over this quarter century the number of volunteer associations roughly tripled, but the average membership seems to be roughly one-tenth as large- more groups, but much smaller. The organizational eruption between the 1960’s and the 1990’s represented a proliferation of letterheads, not a boom of grassroots participation”.
…. Change comes slow for some of us and in some instances its also hard. But according to the research done by Dr. Putnam we know how to get up set and start something else and in some case ambush whomever we are upset with.
…Education – IWOA verses TEAMS verses TAAS verses whatever
…Police styles - law and order verses neighborhood oriented policing
Meeting on April 18, 2002 7:00PM., at the Sunnyside Muli Purpose Center to discuss issues of every type of issue related to community, those of you who have issues with me are invited also.
...If you are in a position of leadership don’t be weak, don’t wish harm on you and we have a lot of misunderstanding and misinterpretation don’t be so quick to lean to the negative.
Closing
This occasion is for you community workers who suffer with the terror of saying the wrong thing, slander, backbiting, low attendance, little money, low and no youth participating being talked about for no good reason this is for you.
This occasion is for those of use who come to our aid regardless to whether they like us or not. The day-to-day danger of their duties. With tradget event of 9/11 and the events following we in America – Sunny Side and South Park – southeast Houston are under a constant treat of terrorism. This occasion is so we don’t have homicide and suicide bombers in our community.
