OPEN SESSION
MINUTES

Board Members Present Jeff Downing, Janice Cunningham, Don Cline and Rick Reynolds Anne Cornelius was absent.

Call to Order
The meeting was called to order at 7:00pm by Janice

Review and Approval of Previous Meeting Minutes
Don made a motion to approve the previous meeting minutes, passed unanimously.

Financial Review
Kevin reviewed the financials.

Entrance Improvements
Don made a motion to approve the proposal from S.E. for Las Colinas 31 entrance improvements not to exceed $1,699.00, with work to be completed by employees other than what is allocated for the regular maintenance; approved unanimously.

Don made a motion to approve the proposal from S.E. for Superstition Foothills entrance improvements not to exceed $1,195.00, with work to be completed by employees other than what is allocated for the regular maintenance; approved unanimously.

Managers Report

1. Painter storage building has been removed from the parking lot.

2. The issue with the roof of the bathroom building is complete. The building will be painted soon.

3. Touchstone Accent Lighting started March 1st.

4. I have included an estimate in the packet to address the entrance light consistency.

5. Circuit board on one pool heater went out, replaced it.

6. Bath room floors have been completed.

7. I spoke with S.E and Alex was not happy with no increase in the monthly maintenance but agreed to it anyway.

8. The transformer on SMD has been replaced by 4 Peaks

9. Taxes are complete, gave them to Janice to sign; there is a credit toward the quarterly estimates for 2009.

10. Sentinel Servicing will be inviting board members to a collection presentation soon.

11. Total community activities expenses to date are $472.78.

Sentinel Report
The board reviewed the Sentinel Report. Jeff made a motion to remove XSUP 22E/64, XSUP 28B/71, XSUP 28B/39 due to these previous members filing chapter 7 bankruptcy; passed unanimously.


Violation Report
The board reviewed the Violation Report.

After Hours Pool Report
The board reviewed the After Hours Pool Report.

Don made a motion to appropriate $3,000 for pool security provided by the Sheriff Pose for the year; to be used at the Boards’ discretion; passed unanimously.

Jeff made a motion to hire the Sheriff Pose to secure the pool area March 13, 14, 20, and 21st from 10PM until 3AM; approved unanimously.

Lighting
Don made a motion to hire Touchstone Accent Lighting to do the bi-weekly inspection and maintenance of the landscape lighting at a cost of $300.00 per month. The contract is for a six month term at which time we will re-assess the contract based on the number of LED being installed which require less maintenance; approved unanimously.

Committee Reports
Community Relations – Pot Luck

DRC - Nothing to report

Lighting – The trails committee will review the proposal for lighting consistency at the entrances.

Trails – Don made a motion to approve proposal #1 presented by the Trails Committee as follows; pending consulting with the attorney that this procedure does not conflict with the CC&R’s; passed unanimously.

TRAILS ARE COMMON AREA AND AS SUCH ARE UNDER THE CONTROL OF THE SUPERSTITION FOOTHILLS COMMUNITY ASSOCIATION. TRAIL MAINTENANCE/REPAIR ON THE EXISTING APPROVED ASSOCIATION TRAILS CAN BE DONE BY THE TRAIL COMMITTEE AND TRAIL POSSE AT WILL BY WORKING AS NECESSARY WITH THE ASSOCIATION BOARD, AND OUR CURRENT MANAGEMENT COMPANY, AND OUR CURRENT LANDSCAPE COMPANY. ANY CHANGE, ALTERATION, DELETION AND/OR ADDITION TO THE CURRENT ASSOCIATION APPROVED TRAILS WOULD FIRST REQUIRE TRAIL COMMITTEE APPROVAL; NOTICE WILL BE SENT TO ALL SUPERSTITION FOOTHILLS ASSOCIATION MEMBERS BY NEWSLETTER AND OR E-MAIL PRIOR TO THE PROPOSED CHANGE, ALTERATION, DELETION AND/OR ADDITION BEING PRESENTED TO THE BOARD; THE PROPOSED CHANGE, ALTERATION, DELETION AND/OR ADDITION WILL BE OPEN FOR COMMENTS BY THE ASSOCIATION MEMBERS AT AN ASSOCIATION BOARD MEETING BEFORE THE ASSOCIATION BOARD FORMALLY APPROVING OR DENING THE CHANGE, ALTERATION, DELETION AND/OR ADDITION.

ALL MOTORIZED VEHICLES WITH THE EXCEPTION OF HANDICAPPED, EMERGENCY, AND LANDSCAPER VEHICLES ARE PROHIBITED ON THE TRAILS WITHIN SUPERSTITION FOOTHILLS.

SRP Easement
Jeff made a motion to approve the work in proposal dated March 2009 in the amount of $892.01 presented by Alex from S.E. to repair the damage caused by work recently done by SRP while completing an electrical improvement in the common areas with the bill to be paid by SRP; approved unanimously.
