Board of Directors Meeting Minutes April 2007

Open Session April 10, 2007

Board Members Present
Pat Prince, John Rosenthal, Jeff Downing, Janice Cunningham, Edward Braunger had an emergency absence.

Call to Order
The meeting was called to order at 7:00pm by John

Review and Approval of Previous Meeting Minutes
Pat made a motion to approve the previous meeting minutes, passed unanimously.

Financial Review
Kevin reviewed monthly financials.

Committee Reports
• Trails: John gave an overview of the trails that they are in generally good shape and want to keep landscapers working on other high visibility areas before addressing trails.
• Landscape: Janice gave an overview of the landscape meeting that took place. John presented a proposal from V.C. to upgrade the entries to the neighborhoods. It was noted that two neighborhoods were missing. Janice made a motion to see if V.C. would do a “sample” neighborhood entry using the Estates, so the board could see the finished product and make if needed changes before awarding all of the neighborhoods. Approved unanimously.

Kevin’s Managers Report

1. SMP is maintaining the lights on SMD with exception of neighborhood entry lights

2. Painting of Boulder Pass started most of outside loop finished, should be complete by end of the month.
They will then address priority fences due to BOD may approve Arroyo #1 & DT #1 and jumping all over the Association is not cost effective.

3. Landscapers are continuing to work deeper into the neighborhoods alternating back to the main roads..
4. For Sale signs per county cannot be placed in county right of way. They only make a pass once in a while
5. Tree replaced on Colorada, others are alive, monitoring. 3 Creosotes planted where concrete truck went over, 3 Sage will be planted also, the stock is too small so far. Desert is growing in also.

6. I obtained new price for numbering duplicate neighborhoods with a cactus to center the sign.

7. Obtained info from Dave Bangs on playgrounds. About $8,000 to $50,000.
Price does not include installation, ground preparation, safety surface or shipping.
Liability insurance is not affected, but can insure the structure.

Numbering Neighborhoods
Ed is putting something together. Jeff gave one idea that Ed had which is to put the numbers on the side pillars rather than the monument. Larger numbers could be used this way such as 10” numbers. The Superstition Foothills neighborhood could have the name on two lines rather than one and could increase the size of the letters there also.

Four Peaks SMD Irrigation Proposal
Tabled, continue to water manually as in the past.

Valley Crest Irrigation Proposal
Janice made a motion to check the contract to verify if we are responsible for emitters and plugs. If we are go forward with the repairs $1,964.25 and $1,011.58. If we are not responsible have V.C. re-submit an adjusted proposal and go forward. Approved unanimously.

View Fence Painting
Janice made a motion to approve the painting of Arroyo Vista #1 contingent upon the successful completion of Boulder Pass without any major issues. If after Arroyo Vista #1 is also completed successfully without any major issues Kevin is to bring back the proposal for Desert Trails #1 to the board after a walk through of the fences of Arroyo Vista #1 along with a board member if one would like to attend. Approved unanimously.

Plant Replacement Policy
Pat and John are going to look at the areas that Pat has received e-mails about and make a determination.

Playground
Jeff gave a review of the information and he is still investigating it.

Real Estate Signs
Jeff presented a flyer that could be attached to the illegal signs placed within the community. The board tabled the idea in order to review the idea.
