Tone Estates Association Board Meeting
Minutes: 10 January 2000 (Edited for web viewing)
Full board in attendance including representative from management company.
Meeting called to order at 7 p.m.
Open Discussion:
1. Resident requested a set of rules for homeowners. Wants written report of hours expended and cost per hour of the management company.
2. Gentlemen who chose not to be identified was angry with board. Wants special meeting to remove board.
3. Resident had following concerns:
a. Concerned about dune buggies and bicycles in canal/ditch and HOA liability.
b. Stated that a homebuilder representative had represented to her that there would be a wall between the development and the canal.
c. Concerned that vehicles parked on NE Kipper are causing safety problems.
d. Open suggestion to all homeowners that they check that their block walls are 5'8" tall.
4. Resident was concerned that board is not reporting violations and is not contributing to the overall community enforcement process. Identified ladder on side of house for several weeks and weeds that need removed.
5. Resident wanted to thank the board for accelerating the process of placing a left turn land on Baseline north of the community. Requested information about committees and HOA newsletter.
6. Resident complained about notice from the management company about recycle bin at front door of home. Wants to replace current landscaping company.
7. Resident with a commercial vehicle on their property owned by their employer has been cited by the management company. Wants to know what definition of commercial vehicle in CC&Rs is. Given waiver for one month while board investigates.
8. Resident suggests HOA limits vehicle street parking to one side of street and that the newsletter is used to inform residents.
December Minutes:
- Approved by the board.
Financial Report:
- Approved by the board.
Management Report:
1. Reviewed bids received to replace existing landscaping company. The board approved one of the bids for a new landscaper.
2. The board was asked if they wanted to replant the canal area plants in the Spring and also noted that the park area is still being flooded by overwatering.
3. Barriers on Constellation Way were removed.
4. Inspections were made as usual in December, except for one week around the holidays. During that week, she sent notices for violations reported by homeowners.
5. Town of Gilbert to review sign requests.
6. Violations noted.
Board accepted management report.
New Business:
- Resident's request for special meeting was voted by the board and it was denied since it was not properly made.
Architectural Petitions:
- Five architectural petitions were reviewed by the board.
Board member offered to make revisions to the Rules and regulations pamphlet.
Dates for holiday decorations discussed. Board approved a 30 days prior and 30 days following rule for decorations outside of homes.
Next meeting date: February 14, 2000 at Southeast Regional Library at 7 p.m.
