UPCC BOARD NEWS

The University Park Community Council Board meets once a month, except when there is a major UPCC event such as the Holiday
Sing. ? These are open meetings, and if you would like to attend, or if you have some particular UP matter you?’d like to put on the agenda,
please call co-Presidents Andi Malard or Rosemary Stoffel in advance.

At the November Board meeting eight members were present, and reports were given by Zoning Chair. Pat Cashen, Transportation
Chair. Bill Winn, and Buchtel Chair. Diana Helper. ? Rosemary passed along information from Diana Docktor on the Holiday Sing.

Pat discussed some zoning matters including set-backs, open space, height variance, slow construction progress. ? He reported that the
developer of the ? ?“University Village?” project for the NE corner of S. University and E. Evans is busy designing the project, and working
out lease decisions with the present shop-keepers. ? The Board of Adjustment for Zoning Appeals has proposed some changes to
?“streamline?” its work. ? Proper notification to neighborhoods is essential.

Bill distributed copies of a letter he had drafted to express UP?’s concerns regarding access to light rail stations by means other than
driving-and-parking. ? This letter was requested by Transporta- tion Solutions, a group committed to safe pedestrian, bicycle, and shuttle
or van transportation. ? The letter includes a need for more sidewalks, safer cross- walks, timing of lights, and much more. ? It references
many city plans which support these needs. ? ? ? (cont., p. 3)

The Buchtel report included the gala Trail Dedication which occurred Oct. 22, in honor of the City?’s receipt of the area that originally was
railroad right-of-way along the north side of the Trail. ? This was part of a large ?“land-swap?” between the City and RTD. ? 

The Dedication was emceed by Council- man Charlie Brown, and speakers were Mayor Hickenlooper, RTD Dir. Cal Marsella, RTD
Bd. Chair Bill Elfinbein, DU Chancellor Dan Ritchie, Daniel ? ? ? ? 
Betts of Parks & Rec, and yours truly as longtime Chair of the UPCC Buchtel Committee. ? UP School Student Council (and Principal
Katherine Johnson) also participated, as did a great brass group from Denver Musicians Assn. ? ? There were some 60 friends, neighbors,
and city staff people present, including past Councilwoman Mary DeGroot, City Planners Tom Best and Dennis Swain, and many from
Parks, which now has jurisdiction over all this historic trail site. ? Sun shone, dogs wagged, and Bennett?’s BBQ served lunch on the
greensward.

Many thanks to the hundreds of people from UP who have worked on this Trail project over the past 28 years, and the great UPCC
Committee which will be continuing to work on this great, natural open space. ? It looked marvelous on TV, too! ? Special thanks to
Charlie Brown and his aide Carol Singer, for putting this event together so beautifully.


UPCC Board also discussed the budget, the bylaws (see p. 4), the plan for a park bench/plaque in memory of Joe Morgan, dates for
coming meetings, and agreed it would be great to include a social time before the Feb. General Meeting.

BOARD RETREAT SETS GOALS

UPCC board members met September 16 to discuss priorities and goals for the next 18 months. ? The four-hour session resulted in
defining the role of the board, as well as setting specific goals for the coming months.

Board members agreed that the board should be proactive in leading and defining issues, in addition to being responsive, serving as a
central clearinghouse, and facilitating events. ? In addition, maintaining respect for the neighborhood and the board were listed as priorities.
Mentoring new people to take on UPCC responsibilities was identified as another function of the board.

Tasks to be accomplished include refining a mission statement, revising the bylaws and adopting specific policies and establishing
guidelines. ? Board representation outside U.Park and involvement in citywide concerns are issues members agreed require further
discussion. ? Defining committee functions, encouraging inclusiveness, maintaining fiscal responsibility and creating an active
communications network were identified as additional UPCC responsibilities.
