My wife Connie and I were able to attend several ?“Block Parties?” during the August 5th National Neighbors Night Out event. We were pleased to see so many residents out and about. It was a great opportunity to meet your neighbors, discuss community matters and most importantly make new friends. Lots of good conversation, food and beverages were shared.

Our next regularly scheduled board meeting is September 18th at 7:00 PM. Ms. Pam Holm, candidate for Houston City Council District G. will be present and available to answer questions you may have. Please plan on attending. She will be 1st on our agenda so please be punctual.

This month?’s yard of the month is located at 1603 Fall Valley Drive. Congratulations are in order to the Bilski family for their efforts. Please take the time to drive by and see their handiwork.

There are 4 board member?’s terms expiring on the Village Place Board this fall. Board members will be elected at the annual meeting to be held October 9th. Annual Homeowners Meeting Coming Up in October

The Annual Home Owners and Board Meeting will be held on Thursday, October 9, 2003 at the Village Place Clubhouse. Residents are invited to attend and participate in the meeting.

The following board positions are expiring and will need to be filled. Nominations from the floor will be in order.

The 2004 budget forecast will be presented. Please plan to attend.

The regular monthly meeting is on the first Wednesday of every month unless changed for special circumstances.

A wine connoisseur will be present to explain the finer points of the wines. Soft drinks will also be served.

There is no charge but please bring appetizers to cleanse the pallet between sampling.

The Authority of Our Precinct 5 Constable Officers

The Pct. 5 Constables that are employed by the Village Place Homeowners Association have been asked, in the past, to perform duties that they are not empowered to do.

The following may clear up some of the confusion on their duties and responsibilities. The Constables can enforce all state laws and county ordnances. The following is a very short list of the common duties they can perform.

?·Arrest persons for major violations to state laws.
?·Ticket speeding and failure-to-stop violations
?·Ticket for parking within 15 feet of a stop sign, by a fire hydrant or in a posted no parking zone.
?·Searching for lost children or elderly.
?·Respond to civil disturbances.
?·Investigate suspicious persons if called to area by a resident.
?·Investigate any break-in or stolen property.
?·Ticket for failure to restrain dogs with a leash.
?·Ticket for an obviously abandoned vehicle.
?·Noise complaint after 10 pm.
?·Investigate residents well being if they haven?’t been seen for a time.
?·Investigate suspicious activity such a persons trying to open doors or going to the back yards. ?· Make arrest for trespassing

Some of the duties they are not empowered to perform are:

?·Enforcing deed restrictions.
?· Investigate suspicious persons if not called by a resident.
?·Enforce child bicycle helmet law 16 yrs. and under (City ordinance)
?·Removing unwanted animals such as possums, raccoons, and rats.
?·Stop door-to-door vendors and front door bills hangers. If a resident calls they can investigate and determine if they are permitted by the city. If not they can escort them out of the neighborhood.
?·Force children to mind their parents.

Please be reminded that Houston Police Dept. will no longer respond to minor traffic accident, due to budget cuts, so the Constables need to be called.

Use the Constables dispatcher number with your automated security systems since their response time is much less than the HPD?’s and they don?’t charge for false response, over-one in a year, as the city does.

Use this service provided by your homeowners association but please use it wisely. The next time you see a Constable cruising the neighborhood introduce yourself and your family, if convenient, since most of the Constables are assigned certain subdivisions and the more they know about the area and the people, the better job they can do.
