Eugene Franklin opened the meeting at 7:02pm. Elton Marshall motioned to accept the June 2, 2005 minutes. Yvonne seconded the motion. We voted to accept the minutes as written.

Eugene thanked Elton for being a member. He explained our primary job is to enforce the codes in our Plan. We have access to an office to use the Internet, copier etc. here at the Mills Center. The County pays for the supplies. The Council can only discuss Neighborhood issues in a publicly announced meeting. We can speak to residents about issues. The issues are brought back before the Council to work on them. Eugene said he has heard many great things about the Council. The County also said great things about Yvonne. He gave Elton a copy of our Plan. Ted Vitale will provide a new copy of the Plan to us on July 8, 2005. Our Council members can write Courtesy Warnings. This helps the residents to know the right thing to do and prevent Code Enforcement from giving them a violation.

Yvonne said we need to identify the properties that are on the North Fork River. She has a list of the homes for Washington Park. A meeting will be setup for them to discuss what they would like to see on the River. The County will send out the flyers. Yvonne will call James P. Hickey to get an updated list of the homes in our Neighborhood. The Council will then go thru the list to get the residents living on the River names to contact about the meeting. We discussed the Washington Park Neighborhood boundaries. The Redevelopment of 27th Avenue is for the West side of the street. We discussed the area off NW 6th Street and West of 24th Avenue that doesn?’t have representation for the North Fork River. Yvonne questioned the CRA Plan. She has questioned where is the money and no one has answered. Eugene said that if we had used the CRA five years ago we would have been farther along. A TIF fund has been created. We have enough land to use the CRA even thought there isn?’t enough businesses. At the Municipal Services meeting Ivette questioned who would service our Neighborhood for Fire Rescue. Our current Fire Rescue will be part of Lauderhill with Annexation. The Fire Rescue services a certain boundary. They may exclude us if there is no partnership. Mrs. Jiles is working on a survey to increase membership for the Civic Association. We will be able to identify residents with special needs once it?’s completed. Eugene said he is concerned about our taxes in the next year. Even with Save Our Homes the service fees are going to increase. The County has big trucks that can pickup bulk items but they don?’t use them. All Services may start to bill for appliances picked up on bulk pickup day. If they do the residents would be notified first.

Eugene said the Linda Laskin needs the survey for traffic calming done again. Sixty seven percent of the residents on a Street need to sign to have speed bumps installed. We have some bad locations for traffic i.e. NW 7th court and NW 29th Avenue, NW 8th Road and NW 8th Street.

Yvonne turned over the issue with the purchasing of the James home next to the Park to the County.
