Special call meeting for the Amendment to the Enhancement Plan
This is a continuation meeting from March 11, 2004 regarding mobile food vending vehicles, noise ordinance and working with the 27th Avenue re-construction. Eugene questioned the Board members if they had any questions regarding the Amendment. There were none. He opened the meeting to the public for questions or comments. There were none. He then turned the meeting over to Ted Vitale. Ted read Policy 16 that was added on page 9 of 17 of the Plan. He said it was always the County?’s intention to work with the Council and now it is stated in the Plan. Page 10 of 17 Standard 3 and 4 were removed and put into Section XI. Standard 125.69 allows Broward Sheriff Deputies to not just write a notice, but to write a notice to appear in court. Page 15 of 17 is the new Section XI item 1 and 2 approved by the Council. 11.2 (b) (3) new wording to exclude construction work on Sundays and change work time on Saturdays to 8AM to 7PM. Ordinance No. 2004-44 is the change that the Council will vote on tonight for approval by Broward County Commission. Tonight?’s meeting specifically for page 3 11.2 (b) (3). Ted then turned the meeting over to the Council for any questions. Eugene said the reason for the meeting was for the language changes that had to go before the County Attorney. We based the change on residents request. On Sundays there will be no construction work so residents will be able to rest. Food vending vehicles were selling more than ice cream and food. BSO and the FBI found a lot more going on such as selling drugs. He asked residents for questions and there were none. Some of the residents are not here because they thought everything was settled at the last meeting. Sallie Tillman-Watson questioned the noise ordinance because someone is playing loud music on the weekends. They have called BSO. She questioned if residents would have to put up with the music from 7AM to 10PM. Eugene said no, if you can hear it in your house it is a nuisance. He read page 3 11.2 (a) that explains noise disturbances. If Officer doesn?’t have a copy of the Plan can call a Council member. She said the Officer said only one or two people had called about the music. Julia Porter stated that she had called about the music. We are not sure of where it is coming from. Ted said if BSO asks them to turn the music down they could write a warning. David Wilder said under the original ordinance they couldn?’t enforce the ordinance. When the Amendment is approved they can write a violation. The violation is $250.00. Sallie asked if they would get a violation the first time or would they have to come back a second time. Eugene said it would depend on the Officer. If the Officer leaves and returns the same night they will probably get a violation once the Amendment is passed by the County Commissioners. Public meeting was closed at 8:25PM. There were no questions from the Council members. Yvonne made a motion to approve the Amendment as printed for 11.2 (b) (3), and policy 16. Idella seconded the motion. There were no questions. We voted and had a unanimous decision to accept the Amendment to the Enhancement Plan. The Council meeting was closed at 8:30PM.
Ted said the Plan would go to the County Attorney the first week of April and then to the County Commission sometime in May.
Eugene recognized Sallie Tillman-Watson running for State Representative for District 93. She is President of Lafayette Hart Homeowners Association. She also is the Street Crossing Guard on Sunrise Boulevard and NW 27th Avenue for Dillard High and Elementary, Arthur Ashe, Washington Park and Boulevard Gardens.
Tiffany Johnson is building a home on NW 9th Place and Chandra is a new resident on NW 8th Street. They are welcome to the Neighborhood.
