Our meeting was called to order at 7:02pm by Yvonne Sumlin. Julia prayed. Yvonne gave roll call for Council. Council members present Yvonne Sumlin, Elton Marshall, Idella Wright and Julia Porter. We read the minutes from September 1, 2005. Elton Marshall made a motion to accept the minutes as written. Idella Wright seconded the motion. We voted and accepted the minutes.

Yvonne reviewed the Rules and Procedures that can be used for the Washington Park Neighborhood Council. They have been approved by the Broward County Attorney. Elton made a motion to approve the Rules and Procedures with additions. Yvonne polled members for questions and clarification. We discussed all questions. Idella seconded the motion. We voted and accepted the Rules and Procedures.

We reviewed the General Rules & Procedures For Resident Participation At our Neighborhood Council Meetings. We made corrections to item A to change meetings to the first Thursday of each month at 7:00pm. Elton made a motion to accept the corrections to the Rules and Procedures. There were no questions. Idella seconded the motion. We voted and accepted the changes.

Yvonne gave information on a meeting for South Florida Water Management District for Norfolk River. The meeting will be on January 19, 2006 at Delevoe Park. She has provided over 300 resident names and addresses for them to send information to attend the meetings. They have made a video with Yvonne and Eugene Franklin in it. She has asked for two copies of the video to show to residents. If people eat the fish from the River it should only be once a month. There is funding for the River and they will be working on the project for about two years.

We need to read the information sent out on Trash Talk. We discussed some of the specific guidelines for trash and bulk pickup.

Idella made a motion to adjourn at 8:20pm. We voted to adjourn at 8:20pm.
