NEIGHBORHOOD ENHANCEMENT AND PRESERVATION
COUNCIL MEETING
May 8, 2003


The meeting was opened at 6:47PM.

Yvonne Sumlin motioned to accept the minutes from April 10, 2003. Julia Porter seconded the motion. We voted and accepted the minutes.

Linda Laskin said we can put in a semi diverter for 30 to 60 days to prevent the people from making a left turn when headed North on 27th Avenue onto NW 6th Court. We can later make it a permanent barrier. Linda said that the minimum speed limit is 25 miles per hour. Some of the signs were not replaced that were there prior to construction. We also need signs to say no overnight parking of Tractor Trailers and no Tractor Trailers allowed. Linda will refer this to the Streets and Highway Division. She has put in for nineteen studies for the streets to become one-way streets that will be done during the summer after school is out. Linda said that near Rock Island Elementary School they have a temporary roundabout if we want to see what it is like. After she has done the traffic study we can do a temporary roundabout. Ted Vitale said that if we call Bob Bark at 954 974-4100 they would come out and sweep the streets. They can?’t do it on a monthly basis due to manpower. Eugene said he has noticed that FPL is installing additional streetlights on NW 9th Street.

The loitering and possible drug dealing will be addressed at the Civic Association Meeting with BSO. Mr Edison said he has a problem with people dumping and putting trash on his property. He has posted signs and the signs are removed. He said BSO couldn?’t help him.

Rubye Ellington from Community Development said that the Twenty Eighth year grant money would not be given out by lottery. She suggested doing a survey of the houses that need exterior assistance. Keep a list and then each year take the next name from the list. She said in order to apply for the grant you must have a copy of the deed showing ownership and proof of income. You will also have to complete a questionnaire. She must have this information to process an application for the grant. If the person is on Social Security she needs a copy of the check or a bank statement showing the amount deposited. The person could just call Social Security to send a statement of their income. If employed she needs a copy of a recent check and a copy of their signed income tax form. Rubye said you must live in the property. She said they do work on duplexes for the unit the owner lives in, but not normally on a triplex. The work has to be done by contractors from the County, this changed from the original applicants for the $5,000.00 grants. Mr Edison said he didn?’t want the $10,000.00 grant and this closes the issue. We can use the grant for another person on the list.

Yvonne motioned to close the meeting at 7:47PM and Julia seconded the motion. Meeting adjourned at 7:47PM.
