Our meeting opened at 7:45 with prayer by Julia Porter.

Eugene thanked the Residents, Agencies, Lt. Fleming and everyone for the visits, calls, flowers and prayers during his hospital stay and recovery.

Lt. Fleming said we had one grand theft (arrest has been made), theft of a car and bicycle. The crime report was from mid November until now. The bicycle was taken on the 3rd of January. A resident said that someone had tried to steal his daughter?’s scooter. Lt Fleming said a lot of children received scooters, mopeds and motorized scooters for Christmas. The Law is that they are legal on the street. The person must be 16 years old with a Driving License. The License must be a Class E License. They will be issuing tickets and if they have no proof of ownership they will have them towed on a tow truck. Tickets are over $100.00. It will be very expensive between the ticket and towing charge. Florida Stature is that motorized scooters and mopeds are not allowed on the sidewalks or walking paths. Under 50 cc no registration is required. Stores say you don?’t need a registration. You can ride them on private property without a Drivers License. It was questioned who pays for the tickets? The parents are responsible. Lt Fleming said they are trying to get the information out to all the residents about the Law regarding the scooters, mopeds and motorized scooters. Eugene said to talk to your neighbors and advise them of the law. We are going to have children hurt because they don?’t stop for cars or stop signs. A resident questioned if a child borrows a scooter and is stopped who gets the ticket. The person driving it would get the ticket. Without proof of ownership it will be towed. Mrs. Jiles said that there are Rock Wilders coming into her yard and acting like they own the property. Lt Fleming said to call the non-emergency number and a Deputy will come out to try to locate the owner.

Yvonne gave out Service Awards to Lt. Fleming, Ivette Spence Brown, Willis Habbersham and Runnell Bennett for 2003.

Eugene said that the new Shelter behind the Tennis Court has been vandalized. Now BSO has to make people leave the Park at a certain time and we must have a Park Attendant here. He said they took a lot of time damaging the Shelter and it will take $1000.00 to $1500.00 to repair it. He said that there would be a meeting to try to work out a way to build a building on the land the Park already has.

Eugene said that the reason for the Election is that the Officers are on the Civic Association are on the Neighborhood Enhancement and Preservation Council. If it remained this way it would lower the grading for the Community Block Grant Fund. We have all agreed to resign to keep the Community Block Grant Fund available to Washington Park. Yvonne said we are stepping aside and we will help them in anyway needed. Mrs. Jiles asked if a member from the Council could still be part of the Association. Eugene said no because the Council members are elected to a two year term. Ivette said she doesn?’t want to see division and wants to have one Association. The State of Florida says you can have as many Associations in a community as want to pay for a Charter. Broward County says it will honor any Association with a Charter. The Neighborhood Enhancement and Preservation Council governs any Association in Washington Park. A resident asked how did Sally become President of the other Association. She made herself President. It was questioned how much money was given to Washington Park from the Community Block Grant Fund last year. We received $100.000.00. Each person approved received $10.000.00.

Mrs. Jiles had an idea of each Street taking a month to do the Saturdays in the Park for the Neighborhood. Street Captains would meet with the Residents on their Street to plan the activities. It would also be a fundraiser for the Association.

Yvonne announced that Steve Durham?’s Father passed away and the funeral is January 10, 2004 at 3pm.
