Public Hearing to Inform Washington Park Residents of an Amendment to the
Washington Park Neighborhood Enhancement Plan

Present at the hearing were WP Neighborhood Council members Eugene Franklin, President, Yvonne Sumlin, Vice President, Julia Porter, Secretary, Katharine Barry, Homes, Inc., Yvette Spence-Brown, Wallis Habershaun and Ted Vitale. A copy of the Amendment to the Enhancement Plan, the Public Hearing Announcement and existing Plan were provided to attendees for reference.
Mr. Franklin opened the meeting at 7PM. He explained the Washington Park Neighborhood Council strategy to provide for aesthetic criteria for home rehab and new construction. He mentioned the Councils concern for affordable income style homes that did not provide sufficient square footage for and would like to ban this form of home design within the Washington Park Neighborhood Preservation and Enhancement District. He asked Ted Vitale to read through the Amendment. After reading the Amendment, Ms. Barry, President, Homes Inc., raised questions regarding her plans submitted to the County to build affordable homes within the WPNEP District, 2 of which fall below the 1400 square foot minimum as set by the WPNEP not yet law. Ms. Spence-Brown asked questions concerning garages and flat roofs. Mr. Franklin explained that the amendment only concerned new homes. Ms. Porter was concerned with front yard fence heights in excess of the restriction and future permitting. Mr. Franklin explained all future front yard fences must comply with the height restriction and be of the prescribed type. Mr. Habershaun interjected most attractive residential areas don?’t want fences of any kind in the front yard and it was time for the unincorporated areas to recognize this.
Upon completion of public discussion the Council reviewed each item of the Amendment and approved it.
