I visited the subject District and met with its president Mr. Eugene Franklin. He showed? us the sites he is concerned? regarding the higher elevation and the run-off water. Due to requirements of higher finish floor elevation for new construction, newly built houses sit considerably higher than existing adjacent lots, since these are rather narrow lots the slope of the new building pad is sometimes very steep when the house is built? using the minimum lateral setbacks.? This situation also creates a problem with run-off water.
Reply: Al, in this situation for existing houses to fix the problem. Either Ship or Community Development Home Repair Dollars could assist.
I have the records? for the existing houses? checked for proper documentation on soil and compaction and they all have the Code required documents including soil bearing tests.
Reply: Al, what we need then is the Engineer or Architect Firm that took the samples and ask them if the samples are still available for the homes built that have the foundation problem. And if not there need to be tested samples collected. ( someone has or should have save documents of those test )
Plans and specifications will be reviewed with special attention to the? above issues. Field inspectors have already been instructed to? be extremely carefully? on handling these particular issues.
Reply: Al, the Council needs to review the plans prior to the building department issuing permits. We need to add that back to our plan. Development Review has a process that all commercial plans with-in our boundaries, all association review for comments, the entire set is mailed to the association with three to four weeks to review.
We are working with Mr. Franklin to address any other concern he may have.
