CENTRAL COUNTY AREA
SCOPE OF SERVICES OUTLINE

Data within the study area will be divided into the following eight subareas:

A. Boulevard Gardens

B. Broward Estates

C. Franklin Park

D. Rock Island

E. Roosevelt Gardens

F. St. George

G. Washington Park

H. West Ken Lark

The following information and issues will be included in the Central County area annexation update study:

1. Provide maps as necessary (Broward County).

2. Review, analyze and investigate the various options relevant to the Central County Area regarding: 1) annexation into contiguous cities; 2) incorporate into a new city; or 3) remain unincorporated by developing alternative mechanisms for financing municipal-level services and facilities such as contracting for services or creating special districts.

3. Discuss and compare the available demographic data for the Central County Area and the contiguous cities including population, housing, percentage of population and other relevant demographic data.

4. Look at and discuss the fiscal impacts of the above-referenced annexation scenarios on the individual property owner, including all taxes, fees and surcharges for; 1) “typical” area residential units and for $20,000 increments of taxable value from $0 up to $150,000; and 2) commercial and other types of property.

5. List and discuss comparison of average utility usage and cost for residential unit, as compared to adjacent municipalities, for electric, telephone, water and sewer, cable and garbage collection (separate fees for garbage collection and recycling). Identify existing municipal debt service/assessments, lawsuits and liabilities. For existing bonds, determine origination and termination dates. Note if municipalities allow additional Homestead Exemption for residents over 65 years of age.

6. Analyze and present a comparison of millage, tax, fee, and assessment rates for the unincorporated County and the potential annexing municipalities which will include the following:

Ad valorem millage;
Franchise fee schedule;
Public service tax rates;
Utility surcharges;
Special assessments;
User fees including water, sewer and solid waste collection fees; and
Other fees for service charged directly to the property owner.

7. Review and analyze revenues currently generated by the Central County area and potential revenues generated upon annexation into the potential annexing municipalities. Include population-based taxes in these calculations.

8. Provide an analysis of the fiscal impact, as listed in section 5 above, on each potential annexing municipality, and the subject Central County area(s), in the following scenarios:

a. annexation of 25% of the Central County area;
b. annexation of 50% of the Central County area;
c. annexation of 75% of the Central County area; and
d. annexation of 100% of the Central County area.

To the extend feasible, the consultant will utilize existing neighborhood boundaries for this analysis.

9. Describe County capital improvement programs affecting the Central County area; identify cost and method of funding. Include statement of County policy regarding funding of Neighborhood Improvement Program project should annexation occur.

10. Provide an comparative analysis of the of the levels of service for police, fire, and emergency medical services that would be provided to the Central County area by the potential annexing municipalities.

11. Identify the form of government in potential annexing municipalities including type of City Council/ Commission representation. Investigate the impact of typical annexation on redistricting and discuss how the size of the annexation would be a factor. List each potential annexing municipality’s charter requirement for redistricting

12. Provide cost and revenue information for potential annexing municipalities for a five-year period, beginning in Year 2000 and projecting to Year 2004. CENTRAL COUNTY AREA
