When the Fall 2005 issue of the WPNA newsletter went to press, a townhome development proposal of Des Moines architects Russ Parks and Scott Stouffer was being discussed. The proposal involved the sale of land in Cummins Woods, currently designated as ?“Open Space?” in the Waveland Park Neighborhood Plan. At the November 9, 2005 meeting of the WPNA Board, a map of the proposed development proposal using 12% of bird sanctuary space was reviewed and filed. Correspondence received by board president was read and filed. Discussion was heard from guests and board members stating concerns and opinions.
The following Motion was made and seconded:
Amend the Waveland Park Neighborhood Comprehensive Plan to accommodate the November 3 Parks/Stouffer Development Plan using 12% of the designated bird sanctuary space under conditions of setting up a trust to protect the remaining bird sanctuary space including trust funding, clarification of percentage of development profits designated to trust, and proforma approval to ensure architectural compatibility to the neighborhood.
The roll-call vote vote was 4 in favor and 4 against the motion. Failing to receive approval of the majority of board members present, the motion did not pass.
