A message from the President
The New Year?’s celebrations have come and gone and I hope that everyone is sticking to their New Year?’s resolutions. With the New Year, you will notice new home repair companies and roofing companies in Whispering Pines. We are catching up on work orders that were submitted before the first of the year and the Board is diligently trying to improve the look of our neighborhood. I want to thank everyone for their patience and understanding.

I would like to welcome Carl Cline to the Board of Directors. He is filling the vacancy left by Bonnie Walker. Carl brings a wealth of financial knowledge with him and will be a valuable member of the board. Come to one of the monthly meetings and say hello to Carl.

You may have noticed surveyors on the property at the front entrance on Whispering Pines Drive. The proposed Gate gas station should soon begin construction. With that it mind, we are in need of volunteers to assist with moving the Whispering Pines signs from their present location. We may be able to get the city to assist us financially with this move, but we will require some ?“sweat equity?” on our part for new signs. Come to the February members?’ meeting and bring some ideas for new entrance signs.

We are still looking for volunteers for the Architectural Control Committee, Violations Committee, and Nominations Committee. Please come to the Annual Meeting this month and sign up to help improve our neighborhood.

Remember to attend the annual members?’ meeting on February 28th at 7:00 p.m. at the Fleet Reserve. I hope to see you all there.

Invalid Bylaws Amendment on File with Duval County Clerk

On April 23rd 2004, amended bylaws were recorded with the Duval County Clerk. Though the board does have the right to amend association bylaws per the articles of incorporation, they should not be recorded with the clerk as they establish the formal procedures for carrying out the day-to-day responsibilities created by the articles and govern the actual operation of the association.

PONDS. "NO FISHING" and '"NO DUMPING TRASH" and "NO TRESPASSING?”
The State of Florida requires the Association maintain the ponds. It costs $500.00 to stock the ponds with grass carp that eat the algae and to have the ponds cleaned. The property line of the units around the ponds extends to the water's edge, so if you are in that area, you are on private property. Early last summer, the pond was stocked, but some residents have been fishing and now the ponds must be re-stocked. Such violations can not be tolerated. Violators will be identified and reported to the authorities for appropriate action.

COMMUNITY YARD SALE. The Whispering Pines Community Yard Sale will be held Saturday and Sunday, April 2 and 3 from 8 a.m. to 3 p.m. We will advertise the sale in the Florida Times-Union and put signs at our entrances and at the main intersections. If you plan to participate, we suggest you set up in your yard or driveway, place signs and balloons at the intersections within the community to direct buyers to your sale, and ask your family and friends from other communities to join you. Be sure to walk around the community, meet your neighbors, and find some great buys. Make it a fun day.

The Association contracts with Massey Services, Inc. for interior and exterior pest control service, and a technician is on the property every Tuesday (arriving about 8 a.m.) and treats around the exterior which also protects the interior of the units. (Please retain the 2005 schedule as a ready reference so you will know which Tuesday the technician is in your area). If you have an infestation problem inside your unit, or problems outside such as mud daubers, spider and webs, wasp nests, anthills, etc., the technician will provide service even though your street isn't on the schedule for that Tuesday. Just call Massey Services (272-1300) NLT noon the Monday before. REMEMBER: IF THE TECHNICIAN NEEDS TO ENTER YOUR HOME, SOMEONE MUST BE HOME TO ALLOW HIM ACCESS, AND YOUR DOG MUST BE RESTRAINED.

Landscape Consultants, Inc. (LCI) maintains our yards and is on the property every Thursday. The technicians will mow your rear yard without an additional charge (the cost is included in their contract). If you have a locked gate to the rear yard, you must leave the gate open. If you have a dog you must put it inside the unit, the technicians are not required to enter the yard if a dog is on a chain, or running loose.
