Decision On Early BuyOut Plan

Sep 15, 2006

This is the text of the letter sent to Glen Lee area residents from the City of Houston / Houston Airport System

Aug 22, 2006
Dear Resident,

Thank you for your interest in the 2005 Master Plan for Bush Intercontinental Airport. I want to especially extend my appreciation for those residents who attended the public meeting held at the Christian Life Center on February 20, 2006. As you neighbor, the Houston Airport System is committed to keeping you updated on future plans and activities at the airport.

As promised at the February meeting, the Houston Airport System (HAS) has reviewed the option to buy out homes in the planned expansion area. The Houston Airport System has decided not to pursue a program to purchase developed residential property. The decision is based on the existing Capital Improvement Program five-year plan, Federal Aviation Administration (FAA) guidelines, and most importantly the potential disruption to the neighborhood by an early buyout program. The earliest HAS will consider a buyout program for developed residential properties is after the FAA has issued the Record of Decision from the Environmental Impact Study (EIS). Presently the FAA has not agreed to even start the EIS. We are unsure when it will begin and we cannot know for certain what the results will show.

I do hope this explains our position on this matter. Please feel free to contact Carlos Ortiz (281-233-1842), Bill Zroika (281-233-1364), or me (281-233-1973) if you have any questions.

Sincerely,
Kent McClemore, Ph.D, AICP
