The Empowerment Congress Southeast Area Neighborhood Development Council (ECSEANDC)

The Empowerment Congress Southeast Area Neighborhood Development Council is a valued experienced group of community volunteers elected by neighborhood residents to serve a 2-year term as community representatives. The leadership and accessibility to City goverment provides ECSEANDC Leadership with training and insight to fulfill the ECSEANDC, to Engage, Educate and Empower neighborhood residents, enabling them to make well informed decisions on public policy issues.

The ECSEANDC membership hold these truths to be self-evidenced, that all South Central Los Angeles residents should participate in city governmental processes, and is given the opportunity to share in relevant public policy making decisions that will impact their daily life activities.

The ECSEANDC Leadership are advocates of people empowerment that stands in readiness to share information pertinent to neighborhood residents issues and interests. We believe that residents ability to make well informed decision on important public policy issues is crucial to the survival of our neighborhoods.

The ECSEANDC Leadership consist of neighborhood representative volunteer workers dedicated to promoting positive change. We frequently engage in the business of the Southeast Community with Councilpersons from the 8th 9th and 15 councilo districts in Los Angeles on relative political issues concerning public safety policies and neighborhood redevelopment projects. This Leadership strongly supports neighborhood revitalization efforts, community standards, Senior and Youth advocacy and Economic Justice.

Under the watchful eye of The Department of Neighborhod Empowerment (DONE),and the Southeast Community c, we endeavor to provide effective leadership commitment and to protect our most treasured opportunity, to work wisely and diligently with the southeast neighborhood constituency of individual residents, group organizers and other neighborhood stakeholders toward a better tomorrow, safer neighborhoods and a more viable, cohesive community base. We pledge our support to uphold the ideas and visions of the southeast community in hopes that together, we will promote realistic change.

ECSEANDC LEADERSHIP 2003 WORK PLAN

The ECSEANDC Work Plan includes a Committee Operations Team. Our frame of reference is people empowerment. our goals are, to effect change and to address southeast neighborhood residents quality of life enhancement issues. our quest is effectiveness.

COMMITTEE TEAM WORK PLAN
The ECSEANDC Committee Team is divided into five categorries distinguishable by the nature of the work assignment, but performing duties with simultaneous combined actions. e.g., We do not operate as five distinct committees, but rather as five definite entities representative of one team. Our intent and purpose is to operate as a reflection of a totally combined effort and as a system of energy working to effect new growth and developments in southeast neighborhoods.

The following Five Performance Team Goals, Objectives, Focus, and Functions are as follows:

1. Block Club Leadership Network Goals are, to identify existing southeast block clubs, organize new southeast block clubs and to help define the block club leadership role. This committee may help to spearhead the organizing and development of an Annual Block Club Leadership Summit.

2. A Southeast NDC Newsletter
Goals are, to prepare and/or solicit news worthy articles, to showcase a full disclosure of the worthy news items involving the work of the Eighth District Empowerment Congress/SE-NDC and to pitch a postive volunteer image to neighborhood residents as an incentive to get involved in our work. We endeavor to keep information current and to provide community neighbors with worthy eventful news.

3. The Recruitment & Outreach Committee Focus' on ways to persuade, motivate, mobilize and engage southeast residents to participate in the welfare and safety of their civic government and to generate new ideas and feelings of a sense of community. The SE-NDC recruitment works toward a concerted effort to reach across age, gender, culture, race, religion, and ethnic devides. The Specific recruitment and outreach strategies planning focuses on answering an important question: how can we work effectively to attract and engage neighborhood groups, especially those who are under represented,including young adults between the ages of 18 to 35 and Senior Citizens?

4. Parks and Recreation immediate
Goals and Plans are to network with the two southeast neighborhood public parks,Algin Sutton and Green Meadows and to participate in bring both parks up to city standards and neighborhood expectations. To become involved in the designing of a specific plan that is supported and adopted by the Southeast Community Neighborhoods Parks & Recreation Advisory Board and to become an active member of the Advisory Board. To respect and endorse the affected neighborhood residents right to maintain an individual park theme.

5. The Training Committee
Functions to prepare and provide technical and resourceful information through workshops training, seminars, and symposiums. The committee trainer’s presents a practical leadership-training model and assumes the responsibility to disseminate information that is pertinent and relative to the work of the Eighth District Empowerment Congress.
Committee trainer are well informed and demonstrates the ability to research and prepare informative workshop materials; address relative issues to meet the external, (neighborhood residents and stakeholders) and internal, (NDC Leadership) training needs. The training committee places a special emphasis on NDC membership and community neighborhoods work ethics in areas of committment, attendance, and interpersonal skills.
