ABC Declaration
We are neighbors committed to working together to watch out for one another. We address quality of issues that affect our neighborhood. Together , we provide structure through which the police, our city officials, and our community meets one another. We bulid trust and recognition in a partnership to reduce crime and improve our neighborhood's livability. Our Block Club is a defense against crime as we creat a safer neighborhood through our relatioms with one another. Our Block Club sucess depends on our level of participation. We read our newsletter. attend our meeting , call each other and volunteer to ensure a greater level of sucess. Our Block Club depends on this. We must work together . With our continue determination and persistence, our number and strengh will continue to grow. We will continue to teach each other how to identify and report activity not worthy of our neighborhood. We are more than the eyes and ears for police. Our involvement shapes our community today, tomorrow and always.
We are the Around the Block Club of the City of Inglewood, District One.
ARTICLE I NAME
Section 1: This Block Club shall be known as Around the Block Club (ABC) of Inglewood, California.
ARTICLE II PURPOSE
Section 1:
A. The purpose of Around the Block Club is as follows:
1. Encourage the maintenance of our community, upkeep of our property, and the high value and quality of our property.
2. Promote togetherness through knowing our neighbors betters.
3. Maintain a Neighborhood Watch for the protection of our community.
4. Become involved in civic issues that concern our neighborhood and city.
ARTICLE III MEMBERSHIP & GEOGRAPHICS
SECTION 1:
a. All homeowners who live within the following geographical area:
1. 74th Street from the west side of Victoria Ave. to West Blvd.
2. South side of 79th St. to 82nd St. from the west side of Crenshaw Blvd. to West Blvd.
3. 82nd St. to 84th Pl. - from the west side of Crenshaw Dr. to West Blvd.
4. 85th St. from the south side of 94th Pl. to West Blvd. West side of Victoria Ave. from 74th St. and the east side of Victoria Ave. from the south side of 79th St. to 84th Pl.
5. West Blvd. from 74th St. to 85th St.
ARTICLE IV OFFICERS
SECTION 1:
A. Elected Officers of the Club shall consist of:
President, Vice-President, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer.
B. Non-Elected Officers of the Club shall consist of: Block Club Captains, Social Committee Chairperson; Scholarship Committee Chairperson, Membership/Resource Committee Chairperson, Sunshine Committee Chairperson, Public Relations Committee Chairperson.
SECTION 2:
Elected officers shall serve for a term of two (2) years and will be eligible for re-election.
Elected Officers shall be elected at the October general meeting by secret ballot and presented at the general meeting in November and assume the duties of their office in January.
Non-Elected Officers shall be members who volunteer and are willing to perform their duties with the utmost integrity until such time as they can no longer assume their responsibility.
ARTICLE V MEETINGS
The regular meetings of the Club shall be held on the fourth Thursday of each month from 7:00 to 8:00 PM, excluding December, when there is no meeting.
ARTICLE VI DUTIES OF ELECTED OFFICERS
SECTION 1 President: Shall preside at all meetings of the Club, call special meetings as necessary, represent the Club as required.
SECTION 2 Vice-President: Shall preside in the absence of the President, serve as official Host of the Club, and assist the President as required.
SECTION 3 Secretary: Shall record minutes of all Club meetings, be responsible for Club correspondence and maintain a roster of all Club members.
SECTION 4 Assistant Secretary: Shall act in the absence of the Secretary and assist the Secretary as required.
SECTION 5 Treasurer: Shall receive all funds, collect all dues, maintain all financial records, and pay all club debts.
SECTION 6 Assistant Treasurer: Shall preside in the absence of the Treasurer.
ARTICLE VII DUTIES OF VOLUNTEER OFFICERS
SECTION 7 Block Club Captains: Shall be responsible for dissemination of Club information to every member on their respective block. Act as liaison for members on your block as required. Greeters for new residents. Where possible Block Club Captain shall live on block where they are Captain.
SECTION 8 Social Chairperson: Committee shall coordinate and supply refreshments at the monthly meeting, as well as assist the President as required with annual social affairs (i.e., Block Club Party).
SECTION 9 Public Relations Chairperson: Shall compile notices for all meetings for distribution to the membership. Handle Club press releases no later than three days preceding the meeting. Shall be responsible for the printing needs of the Club.
SECTION 10 Scholarship Chairperson: Committee responsible for the coordination and implementation of the giving of scholarship(s) to deserving graduating high school seniors within the Club geographic area.
SECTION 11 Sunshine Chairperson: Committee shall be responsible for sending flowers, cards or whatever is deemed appropriate to the sick, shut-in, bereaved and/or otherwise recommended by the Club.
SECTION 12 Membership/Resource Chairperson: Committee shall be responsible for the coordination and implementation of a membership recruitment program and an Around the Block Club Resource Manual of residents within our geographic area.
ARTICLE VIII DUES
SECTION 1: Dues shall Twenty Dollars ($20.00) annually per household.
ARTICLE IX AMENDMENTS
SECTION 1 Amendments to these By-Laws may be made at any meeting of the general membership by a majority vote of those present after notification in writing to each member at least two weeks before the meeting at which the voting is to take place.

It was 1976, The Year Of the Child. I was the District One Parks and Recreation Commissioner, appointed by Councilman Andrew Issacs and Mayor Merle Mergell. In order to fulfill my commitment to District One, I talked to neighbors and others in the community. A sense of community service had been strong since high school and college, a result of the Kennedy Era; “Ask not what your country can do for you but what you can do for your country”, and from an African American perspective of the importance of community. I listened as neighbors complained about issues; they seemed to feel defeated in previous attempts to resolve issues satisfactorily.
The Turners’ had made attempts to organize and address issues at Inglewood Park Cemetery. Others had indicated that they had tried to get neighbors together. At that time, two close friends and neighbors, Dossie Thompson Hendrix and Joyce Shawler Cushman, encouraged me to try to organize again. They offered to help.
In order to bring about a closer relationship and better understanding among the neighbors, I became interested in organizing a Block Club. I contacted Councilman Andrew Issacs and asked if he would help. He was very supportive and referred me the Human Affairs Department.
They sent me a sample flyer and information on Block Parties. As a single working parent at that time, I decided that I could not undertake the organization of a Block Party. I decided to start with a meeting.
and asked them to come and discuss Neighborhood Watch. They agreed to come and to also encourage the formation of a Block Club.
Dossie and Joyce provided extra chairs, I made cookies, Joyce made punch. The neighborhood children delivered the flyers.
Then we waited, anxious that no one would come. Over 30 families came and at the end of the meeting agreed that a Block Club should be established. Fannie Branham volunteered to take the lead if I would continue as her advisor for the Block Club.
We started to meet on a regular basis, by-laws were written, the Mayor, City Councilman, and representatives from Inglewood Park Cemetery attended meetings. The children continued to deliver the flyers and even put on a play that neighbors attended.
Originally, only neighbors on West Boulevard, 78th Place and 79th Street were involved, but soon, the group spread to include a larger neighborhood area leading to the name, Around The Block Club. The rest is history.
