Brian: The information provided when your cursor is on the photo indicates that Madaffer is the Immediate Past President of the League of California Cities and San Diego Council Member, which is correct and incorrect respectively. I think Ben Hueso is the current delegate from the City of San Diego to the California League and may have had Madaffer attend in his place. As the Immediate Past President, Madaffer could attend, but probably should not have, due to no longer being on the SD City Council. Hueso, being a good friend of Madaffer, will probably take the position that he could not attend and depended on Madaffer to attend and report back on his meetings with elected officials. California League positions are unpaid, but expenses are paid by the League. On Madaffer's Leaving Office Form 700 (Statement of Economic Interests) for the period of 01-01-08 to 12-08-08, filed on December 10, 2008, Schedule "E" shows $14,755.03 as Income for "Travel and expenses for Board Meetings and other related League expenses incurred while representing the City of SD." Below that, it also shows income of $1,287.70 as the "Value of meals at various League sponsored functions - representing the City of San Diego."

Since the City of San Diego pays membership dues to the League of California Cities, the taxpayers in the City of San Diego indirectly paid for Madaffer's travel expenses, meals, etc. associated with this trip to Washington, D.C., which may be considered unnecessary, due to no longer being in office. Why not send the City Council Alternate from the City instead, if Mr. Hueso could not attend. Answer: No alternate was named by Mr. Hueso at the January 5, 2009 meeting. Thus, even though he's out of office, it appears to be business as usual for Jim Madaffer - freeloading at taxpayer expense, while still seeking employment.

A friend from the Grantville Action Group e-mail list sent me this link: http://www.cacities.org/index.jsp?displaytype=11&zone=locc&section=&sub_sec=&tert=&story=27672.  It is from the League of California Cities website, and it reports on a conference in Washington, D.C. attended by League officials.  Among those pictured is former-City Councilman Jim Madaffer.

 

This raises a few questions: Is Madaffer still the City of San Diego's representative to the League of Cities?  If so, is the City cutting a paycheck to him for this?  Who footed the bill for Madaffer's trip to D.C.?  Was it in any way San Diego taxpayers?  If the answer to any of these questions is yes, many will find it surprising, and most will find it disturbing.
