This has got to STOP!!

My neighbor at 1826 Valence St. puts her dogs out on the porch everyday, starting at 7am. Someone has to know what I am talking about. The big ugly mean one barks at everyone who walks by, scares the crap outta kids and neighbors. Even next door neighbors until they are well inside the house. The new (like they needed a new dog) smaller dog has a loud bark like someone yelling "hey, hey, hey" all day long. It starts as soon as she puts him out and doesn't stop until she lets him back in, several hours later! Sometimes they just leave the front door open so they can run in and out of the house harassing passers-by. And the inside of the house stinks! I can smell it from my yard, can't even go out on the porch on a hot day. Tha yard is full of dog feces, as well, which heats up when it's hot too and fills the air with it's stench. I can't stand it. I know they own the house and probably have for years, but this is detrimental to the peace of the environment. What can be done? Something? Anything? You can't go up to the house, because the big dog will attack ya soon as you get inside the gate, and they never come out when th dogs are barking. I don't get it. This has to be negligence, or something. Thanks for listening.

In Tampa, if you live in the city limits, you call the City Code to report unsanitary conditions.  Either call your non-emergency Police phone number or your Sheriff's Office if you're not within city limits and make a complaint about the dog being aggressive or call your local Animal Control directly and register a complaint. They can get the ball rolling if the dog needs to be removed if neglect is involved. Of course if the animal is ever loose and agressive, call 9-1-1. Unfortunately, I don't know of any laws against dogs barking.  That is the nature of the beast.  And they sure keep criminals away.  

Have you thought about starting a neighborhood watch group?  Contact your police or sheriff's office and they will be happy to sign you up.  It's a great way to educate your neighbors about a variety of subjects including animal safety and care.  You have to get involved to make a difference.
