Archie T. Morrison School Parent Teacher Organization By-Laws

PTO By-Laws Voted on at the Jan. 14,1997 Meeting

Article I: Name

The name of the organization shall be the Archie T. Morrison School Parent Teacher Organization.

Article II: Objectives

To promote the welfare of children and youth in home, school and community.
To secure adequate laws for the care and protection of children and youth.
To bring into closer relation, the home and the school, so that parents and teachers may cooperate intelligently.
To promote the understanding and cooperation between parents and teachers in order to secure for every child the highest advantages in cognitive, physical and social education.

Article III: Policies

Section 1: The purpose of the organization shall be educational and shall be developed through conferences, committees and projects.

Section 2: This organization shall be non-commercial, nonsectarian and nonpartisan. No commercial enterprise and no candidate shall be endorsed by it. The name of the organization or its officers, in their official capacities, shall be used in any connection with a commercial concern or for any other purpose than the regular objective of the organization.

Section 3: This organization may initiate action or cooperate with other organizations and agencies active in child welfare and may enter into membership with conference groups or coordinating councils uniting for child welfare.

Section 4: This organization shall not seek to direct the administration activities of the school or to control its policies.

Article IV: Membership and Dues

Section 1: Membership in this organization shall be made available to all parents and guardians of children attending the Archie T. Morrison School and to all teachers, staff and administrators of such school. Membership eligibility shall be without regard to race, color, creed, sex, religion, disability, age or national origin.

Section 2: The annual donation request shall be five dollars ($5.00) per family.

Section 3: The PTO executive board shall approve all budgets, activities and expenditures of the organization.

Section 4: The PTO shall create committees as needed.

Section 5: The PTO shall appoint a member to perform an informal audit of the treasurer’s accounts at the end of the school year. The designee must be a member of the organization who is not currently an officer, has not been an officer for at least a year prior to doing the audit, and was not responsible for any fund raising projects in the school year which is subject to audit.

Article V: Officers and Elections

Section 1: The officers of the organization shall be president, a first vice-president, a second vice-president, a secretary and a treasurer. The positions of president, first vice-president, and second vice-president shall each be for one year making that a total of three (3) years. The office of president shall rotate its duties of president, first vice-president, and second vice-president in the three (3) years. All elected positions, such as treasurer, secretary, parent advisory, arts council and hospitality will be for one term of two years. Officers shall be elected, if necessary in the month of May/June. However, if there is but one (1) nominee for any office, it shall be in order to move that the secretary cast the elective ballot of the organization for the nominee.

Section 2: Officers shall assume their official duties at the beginning of the school year. Incoming officers shall work with the outgoing officers for the remainder of the school year to ensure a smooth transition.

Section 3: All parents and staff are eligible to vote in elections of officers.

Article VI: Duties of Officers

Section 1: The presidents or co-presidents shall preside at all meetings of the organization and of the executive committee; shall be a member ex-officio of all committees; and shall perform such other duties as may be prescribed in these by-laws or assigned to him by the organization or by the executive committee. The president has authority to sign checks.

Section 2: The secretary shall keep an accurate record of all meetings of the organization; shall have custody of all books and records pertaining to the business of the organization except the records of the treasurer and auditor; shall conduct the correspondence of the organization and shall send notices of all meetings.

Section 3: The treasurer shall keep an exact record of receipts and expenditures for the organization; shall pay out funds only authorized by the PTO board; shall present a statement of account at every meeting of the organization; shall make a full report at the annual meeting; shall submit records for audit at the end of the school year.

Article VII: Meetings

Section 1: The regular meetings of this organization shall be held once a month. A general schedule of the meetings shall be available to everyone.

Section 2: The regular meetings shall be open to the general public. The decisions of the PTO shall be made by a simple majority vote of those present.

Section 3: Officers shall set an agenda for meetings and ensure that items are kept focused.

Article VIII: Executive Board

Section 1: The executive board shall consist of the president, first vice-president, second vice-president and the school principal.

Section 2: The duties of the executive board shall be to transact routine business between meetings of the organization and such business as may be referred to it by the organization.

Section 3: Meetings of the executive board shall be held prior to a board meeting of the organization.

Article IX: Standing Committees

Section 1: Standing committees shall be decided by the PTO board as needed to promote the objectives and interests of the organization.

Section 2: Chairpersons of standing committees shall present plans of work to the PTO board for approval.

Article X: Amendments

Section 1: These by-laws may be amended at any regular meeting of the organization by a majority vote of the members present and voting, provided notice of the proposed amendment had been given to members one (1) week in advance.


All current positions being held and previous time served consecutive in the same position will be effected by these current by-laws.
