What is the difference between a Home Owners Association (HOA) and a Neighborhood Association?
A Home Owners Association such as the Midvale Park Homeowners Association is designed to be restricted to a single or group of subdivisions. It is there for the main purpose of controlling the community in an effort to maintain property values. Though it can obtain legal counsel, it has little clout with the city or other organizations.
A Neighborhood Assn. has been developed because the community has an issue, cause or focus specific to something affecting them as a whole. The priority is focusing on the needs of the neighborhood. Though boundaries do exist, they are not bound by HOA's and subdivisions. The boundaries are geographical. The Neighborhood Association is designed to promote greater citizen involvement without regard to HOA boundaries. In addition, a Neighborhood Association is entitled to incredible benefits and protection through the City of Tucson. As a Neighborhood Association, grants and other free money are accessible for public use in the area of that Neighborhood Association. The city recognizes Neighborhood Associations as viable entities and strongly supports these organizations. The grant money that is available is staggering. This is not afforded to HOA's.
