Barking Dogs/Upkeep on homes

My husbanad & I use to have 3 very large dogs and we never allowed them to be outside constantly barking. Something needs to be done to stop these neighbors from letting their dogs bark all night long.
Also with the rental properties in the neighborhood why are they not maintaining the upkeep of the properties? We contacted one rental company and they just ignored us. It's disgusting what some of these properties look like.
What is going to be done with the property on the NW corner of University, that is really an eye sore.
We could not attend the meeting you had but these are some of our concerns.
Can't we put flyers on there doors letting them know we want our neighborhood to look and stay nice.Or is there something else we can do?
Re barking dogs and upkeep

For the barking dog issue, if it is after 10 or 11PM, I forget which, then it is a violation of the noise ordinance and the Sheriffs office can be called. The contact info for non emergency calls are the same as reporting abandoned vehicles and can be found on the home page. Oddly enough, the animal control office says to call the local law enforcement agancy and does not appear to handle these issues themselves.

For the deteriorating properties it is usually futile to deal with any management company. They often handle the money for non-local landlords and are unwilling to do anything else. Most of the symptoms will be covered by the county environmental services division whose contact info is on the main page as well. These may include weeds (urban wildfire danger is a hot topic currently), garbage, and the like. If you know the property is a rental, be sure to advise the inspector of that when filing the complaint. That way, the inspector will also notify the owner of any problems. This makes it much more effective than calling the management agency. They will keep the information of who complained anonymous and will follow up with you on the results if you wish.

We may not have an HOA or be in the city but we still do have options available. Thank you for posting your concerns.
