It does seem that to make it to the lieutenant rank with the SBPD the sergeants need to first pass the corruption test. Poyzer has continued with his corrupt activities and Soderbloom has also continued with his extra-marital affairs both at and away from work. He is even able to continue an affair that started with Sergeant Koerners wife before they were married. Isn't it strange how no-one wants to see a conflict of interest there. SBPD has recently found lieutenant Emoto criminally altered a police report so that the suspect did not commit a crime. Instead of prosecuting Emoto for the crime they chose to sweep it under the rug, at least he has proven his corruption to Zimmon and the rest. Emoto is continuing with his lieutenants responsibilities even though he believes he is above the law and the PD certifies his belief. Watch out for Lt. Mark Garcia, he's the Lt. who got Chaplain Tom Gronewald fired from his own volunteer position at the PD when he wouldnt turn a blind eye to the administration stealing Chaplain grant funds (in excess of $135,000.00) and using the federal money for other things. Tom wouldnt keep quiet and he had to go, Isn't it ironic that a chaplain could be to honest to work at a police department? Another up and comer is Sergeant Ric Moyer, one of the CSR's- Vicky Sansone was inviting several officers to go to her apartment in the City for sex-while they were working-Internal affairs found out about it and started video-taping. All who went got in trouble, all except Moyer, who was the watch commander at the time. Lets also not forget the officers who have already been covered by the department, Mike Madden was in DARE when he was giving a class at a SB elementary school, they asked him about his gun and for some reason he pulled it out and fired it into the ceiling.
