Sidewalks need repair

As our community gets older, there are certain infrastructure items that need to be maintained to keep up the neighborhood as a desirable place to live.  One of these is the sidewalks.  As I walk around the neigborhood pushing my daughter in her stroller, I find it almost impossible to do because of the poor condition of the sidewalks.  They are crumbling, being pushed up by trees, asphalted over, patched and repatched.  I know it's not cheap to replace concrete, but a lawsuit by someone who trips and gets hurt isn't cheap either.  Who is legally responsible for the sidewalks?  The homeowner, I presume.  Is there some county or state money that can help off-set a sidewalk replacement program?   In the township (PA) that I grew up in, you could not sell your house without repairing the sidewalks.  Suggestions?
