I saw the crew put down Mulch in about 30% of my flower beds...the other portions, they just broke up the old stuff, but did not put mulch down.

Does anyone know if they are supposed to put down mulch on 100% of the bed areas?

I look forward to the 2 times a year we get new top mulch and was disappointed this time around.
