the CTRMA has drafted policies and procedures but they postponed the release and public input process for the adoption of these policies because, as their notice (see attached) says, they want to avoid confusion.

I found the notice at the CTRMA Web site along with the powerpoint presentation and other interesting bits of information.? ?  I think that it
is obvious that they decided not to proceed with the public comment period because the public will become aware of their plan to make MoPac, Loop 360, Hwy. 71, Hwy. 183, etc. entirely into toll roads.?  I have tried to get a copy of the proposed policies and procedures but I have not able to get
them - yet.

I think that we should make them discuss the proposed policies and procedures for conversion along with the plan that they are now trying to
get passed.?  We are smart enough not to get confused.?  I think that if the people find out that the scheme is to make all of their major roadways fully toll, they would oppose the toll roads even more.?  I am afraid that some people believe that they can support the toll road plan and still have a non-toll alternative.?  I believe that this is an short term illusion.
