I new friend found this statement about the tax deal in the Austin Relocation Guide:

''Circle C Ranch became a symbol of the clash between the old Austin and the new, evolving, growing Austin when Austin officially annexed Circle C Ranch in 1997 as per an agreement between Bradley and the city when the community was first proposed, despite protests by Circle C Ranch residents. ?“Bradley worked out a deal with Austin in which Circle C Ranch had use of the city utilities, but they didn?’t pay into the tax base for ten years,?” explains Chatmon-Thomas.''
