Dear Homeowners:

Can you see the pattern of fraud here committed by our beloved Developer, Gary Bradley and our beloved former board members - James O?’Reilly, Steve Bartlett, Ken Rigsbee and Susan Hoover?

Page A6?…?…?…..In 2000, Lazarus Trust bought part of Streetman from Gressett?’s wife for $3.6 million. A few months later, the trust sold back shares to Gressett, this time for $9 million. The transactions netted the trust $5.4 millions.

Judge Monroe said, ?“Can anyone play the shell game better than Bradley and Gressett??”

My answer is: Yes, CCHOA?’s former Directors of the Board can play the shell game just as well if not better than Gary Bradley.

Here is the example:

Former Directors of the Board of the Circle C Homeowners Association let the Developer, Gary Bradley?’s company ?– Phoenix Holdings, transfer the ownership of the swimming pool, office space, grill facility to the Circle C Homeowners Association for one single reason - let the homeowners pick up ALL the expenses. And then the Board leased the above facilities back to the Developer?’s Phoenix Holdings for a tiny fraction of market value rent.

Adding insult to the injury, we did not even receive the rent for the office space and the grill facility. Who has received the rent? Phoenix Holdings ?– the tenant!!!

How much ?“rent?” did we receive from the swimming pool?

Year of 2003 - $30,000
Year of 2002 - $10,000

How much capital improvement and maintenance expense did we pay for the swimming pool?

2003 - $316,401
2002 - $256,192
2001 - $261,329


How much did Phoenix Holdings/Gary Bradley make from the swimming team in OUR swimming pool? Approximately $300,000 annually!


One of a day Gary Bradley will bring down a lot of his ?“friends?” with him. Oh well, have your Mommy ever taught you how to choose friends?

Cost and Ripped-off


The capital improvement and maintenance expense that we had paid for the Circle C Swimming Center in the last three years are as follows:

2003 - $316,401
2002 - $256,192
2001 - $261,329

I strongly believe that we, homeowners, have been grossly overcharging of the above expenses because the above work and services were handled by Circle C Swimming, Ltd. which is affiliated with Phoenix Holdings, Alien, Inc. and Gary Bradley, of course.

I hope our new Board would look into this matter in order to cut down our cost and eliminate the RIPPED-OFF!

Ken Rigsbee?’s Revelation


In his ANSWER to my lawsuit, Ken Rigsbee revealed that Circle C Caf?© & Grill pays rent based on a percentage of its gross income.

The Association has never received a dime of it even though we own that facility. Guess who has received OUR rent? It is Phoenix Holdings/Gary Bradley ?– our beloved tenant.
