There is a home at the corner of 12th ave & Cherry Street (east side of the street). They have allowed their lawn to go to seed and they always have Huge piles of Mulch sitting on the 12th Avenue side. The house looks so rundown and is a blight on the neighborhood. Why does there seem to be Nothing we can do about this?
