HOA Selective Enforcement

I am a board member in my HOA. For 9 months, I have requested to have 2 covenants enforced as it applies to guest parking and pet ownership. We have limited parking and "certain favored" owners have been using guest spaces and not their garages to park their vehicles thereby denying others parking spaces for their guests while another owner has more than the allowed number of pets. The pet owner walks the pets "off leash" whereby the pets are permitted to go onto other owners properties.
Every attempt I have made has been ignored by the other board members as two (2) of the board members currently violate the covenant rules along with selected other homeowners. This same board chooses to selectively enforce rules as they see fit showing that discrimination is alive and well at this association. As a homeowner and a person with a documented disability, it is my belief my rights as a dues paying homeowner association member is being violated. I have documentation, photos, and witnesses to substantiate my claim. I would like to know if I am sucking wind or do I have a case worth pursuing? Appreciate advice as to how to handle this issue. As a NotPet resident, I have a few issues with the Pet residents:
As pertains to parking: I also have neighbors that park as many as 3 vehicles in the street adjacent to my home, leaving in front of their home open. Its typically not an issue but they often run up on the curb, breaking the sprinkler heads in that area of my yard. They also park so close to the curb, I can’t run the lawn edger to trim the curb.
I have never understood why we can’t show just a little more respect for others and that we have at least a shred of self-respect.
We don’t want to become like our national government in that those in power
We need to change the rules if we don’t want to enforce them but if they’re selectively enforced, we have no rules/no HOA and shouldn’t be required to pay the yearly dues.
