As for the answer to your percentage of budget expended last year by each department v. say five years ago, I'll be happy to research that answer and reply later. The Schools do initiate their own payroll for all of their near 650-700 employees, but no different from all other departments (BELD included), payrolls are processed through the Town Accountant's Office for verifications then to the Treasurer's Office where checks are processed and picked up by BELD, Schools and all other departments and distributed to all employees on weekly or bi-weekly basis. All town payroll checks should be twice monthly like the military - paid on 15th and 30th instead of weekly. This would allow us to eliminate at least one employee in Accounting and one in Treasurer's offices if not in each large department such as BELD and Schools that promulgate payrolls. BUT, the unions would have a say in this coversion and unions aren't very happy campers in town these days (except BELD and Schools - hmm, wonder why that is????). By TMM12 |

Where it begins
Dec 29, 2004 The control point for the schools is with the FinCom. That is where the funding problems begin and end. Every year the SC and Kurzberg come before them and give them their tale of woe. Then the FinCom stops listening with their ears and feels sorry for the poor souls and supports their funding request for a measly 3% increase in their budget. Of course they forget that a 3% increase in their budget maxes out all of the available money that was raised in the tax levy and the problem continues. I can't blame the school committee for trying to do what's best for the schools because that was what they were elected to do. I place the blame on the bleeding hearts of the FinCom and there recomnedations to Town Meeting that allows this nonsense to continue year after year. -By Parent By Parent |
