I will vent here. Re: Beld Electric Charges> Last month 628 KWH or 22 KWH per day/ This month 628 KWH or 22 KWH per day. Last month we paid $6l.77/ this month we paid $70.83. Under the ''Cost of Electricity'' portion of the bill it shows that the cost has risen $9.66 from Oct. to Nov. Why?
Reading the 'Cost' information from past bills I noticed that all charges change monthly (some as much as $10.) except the customer charge, which remains a constant $3.65. Maybe someone can tell me why the charges change rather than remain constant; and how our charges compare with other companies in our area. Thank you.

I got this off the BELD website. It states that they can adjust the charges to the consumer based on their costs.

Customer Charge: $3.65/month
Energy Charge: $0.0329/kWh
Transmission Charge: $0.00707/kWh
Distribution Charge: $0.05364/kWh
Plus Power Cost Adjustment (PCA)

A-1C: CONTROLLED WATER HEATER RATE
Available to residential customers using electricity as the sole means for heating water or air conditioning and using not less than a 60-gallon tank equipped with 3000 W or larger top and bottom elements. These elements shall be separately controlled. Customer will agree to allow the Department to control the water heater or air conditioning unit during time of peak load.
Customer Charge: $3.65/month
Energy Charge: $0.0329/kWh
Transmission Charge: $0.00707/kWh
Distribution Charge: $0.04914/kWh
Plus Power Cost Adjustment

Power Cost Adjustment: On all consumption there shall be an adjustment (charge or credit) due to the cost of power as provided in the Power Cost Adjustment Mass. DTE No. 99 in effect at time of billing.

Prompt payment discount: There shall be a discount of 10% of the bill if payment is received within 15 days from date of bill; discount is not applicable to the Energy Charge, Power Cost Adjustment or Customer Charge.

Senior citizen discount: An additional discount of 5% of the bill, for senior citizens (over 65) if payment is received within 15 days from date of bill; discount is not applicable on the Energy Charge, Power Cost Adjustment or Customer Charge.

Minimum bill: $3.65/month
The Power Cost Adjustment (''PCA'') rate per Kilowatt Hour shall be computed by utilizing the total cost of energy and generation expenses by the Department for the previous period, adjusted for previous period's recovery, divided by the total Kilowatt Hours of energy used during the previous period by the Department. The PCA rate shall be calculated to the nearest thousandth of a cent ($.00001) in the following manner:

PCA = (A-B) / C

Where:
A =Total cost of energy and generation expenses recorded in Accounts 500 through 565 plus account 912 for the period.
B =Total energy revenue from kWh sales collected for the previous period.
C =Total kWhs sold during the previous period under rates subject to the PCA.

This calculation will normally be made on a quarterly basis and a single PCA billed monthly, although the Department may change the PCA more frequently if such changes are required.

An adjustment to the energy and generation costs shall be made to reflect the difference between estimated and actual energy and generation costs in order to recover or credit any under collection or over collection of energy and generation charges.
