Town Meeting Issues

The idea of a Town Manager appears correct on paper, but what I heard was as stated, a diluted Manager or glorified Executive Secretary. Folks, we wouldn't be in this mess we're in trying fastidiously to reinvent our government if we had a talented, effective and strong Executive Secretary in the first place. Point your fingers at Casey, Randolph, Dingee, Varrasso and even Shaw for giving us our inept Executive Secretary and keeping her here by adding on three more years??? Why in Gods name can I find the logic to that decision?
Egan's proposal just didn't go too far, so it can be perceived as politically constructed (lacking appointed Treasurer, Collector, Clerk, Assessor as example). All or nothing.
To think that passing it off to the Government Study Committee is a joke. Who says they know any bit more than you or I do what the flaws were in Egan's proposal? They collectively and individually aren't political scholars.
Our government is screwed up because it's stuck as in mud. No one wants to give a push, just a pat. The Hell with this Mayor/Council crap. We aren't Weymouth or Quincy and I don't want us to be. All I want is quality leadership from the top and the trickle down effect on down will take care of itself.

So we're going to be moving our DPW out of the Water and Sewer building and together with the Engineering Department, move them into the Torrey Building - bottom floor? Hmm, heat one floor of a three floor building? Let the upper two floors not be heated and the roof will eventually come crumbling down. But, if we heat two of the three vacant floors, we're spending money foolishly. I don't buy it. What about Highway Department who are integral as part of the DPW or Cemetery who are included..Despite the breath of room and space at this building, they aren't going with their leader and co departments?
I suggest we should have moved all or nothing. All would have included Planning and Conservation, Inspectional Services, Highway, Cemetery along with Water and Sewer and Engineering. That would free up other much needed elbow space at Town hall and would have provied a cohesive under one roof DPW, but I'm curious why these other aligned departments weren't included?
What to do with the current Water and Sewer Department building? I suggest contacting Thayer Academy and letting them throw an offer on the table to add to their campus. Surely, the town has no department to move into it. The Historical Society across the street already took over the Watson Library last Fall - a year ago and it hasn't done much if anything about that coup of a leased town property.
Puzzling.

Actually..

They spend tens of thousands of dollars a year heating it while it sits vacant.
