you have no clue what your talking about. The town engineer understands construction concepts and the cost associated with construction projects. the water & sewer department with the extra men can now do some of these smaller projects in house at a savings to the rate payers. the employees of the water & sewer don't make half the hourly rate of what you would have to pay a prevailing wage contractor's employee plus the 10% they tack on for their overhead. you should know what your talking about before you make stupid statments.
