British Commons Neighbors

This afternoon two boys in an older model, noisy car with only one license plate made several trips down the dead end street.  On one of these trips, two little girls were riding their bikes and I was checking for vandalism from the car's  previous trips.  The driver made a fast turn into the dead end and didn't expect anyone to be in the street.  He backed up and left.  Does anyone know if this jerk is a resident?
