Barking dogs

I would like to complain about the situation at 2794 Frazell RD. The people have to large german shepards they confine to a 12 x 12 back deck most of the day - it doesn't matter how hot or cold it is - if it is raining or not raining the dogs are still confined. The dogs bark constantly. I have called the police numerous times. One of the dogs is dysfunctional and occasionally get loose and will attack. I have filed a police report concerning that problem. However the barking issue is hard to enforce and the barking goes on contineously day and night. In addition these people have an unsightly dog pen in the back yard with plastic dog house and a chain link fence. Both of which are in violation of Brookfield Village's deed restrictions. The city of Hilliard tells me deed restrictions are unenforceable. So does the Hilliard police. Be that as it may the dogs from hell still bark up a storm, defecate on the wooden deck (because their owners refuse to excerise them and take any responsbilty).

Any suggestions in dealing with this nightmare would be appreciated.  Really, the people at 2794 are not a good advertisement to even attract others to buy property in Brookfield Village.

As a fan of large dogs & the owner of 1 large, also obnoxious beast, I have some suggestions for you. My guess is that your relationship with your large-dog-owning-neighbor isn't so great at this point, so I'm not going to try on that one, but if you can get their permission for the following, that would be best.

Safety First- DO NOT reach into the fenced area or anywhere the dogs might reach you. You should be able to establish this relationship without contact. This is about Cesar Milan's method of calm, assertive presence.

Now- How about treats for the dogs? Honestly, I would try to establish a relationship with the animals & train them myself, but I know big dogs & I like them, so this doesn't phase me. If you aren't a dog person, you can try tossing a milkbone ( my dog will rob a liquor store for peanut butter, also) or two over the fence occasionally to try to build up their affinity for you. If you see they have come to expect a treat when they see you, you can start to make demands of them in exchange for treats. See if they know commands like 'sit' or 'lie down', if they seem to have had some training, that will make your job easier. When they respond correctly to those commands, try an assertive, firm, "SHH!" & ONLY give the treat when they respond correctly. It might take a little time & I totally agree that this is NOT your responsibility, but, since this is the situation you are in, treats might be a way to positively impact your situation.
