How do I locate Little Turtle Home Owners Association bylaws regarding fences? A homeowner has just put up a six foot fence with the finished side facing in.  It is an eyesore to everyone around it, except for the owners that put the fence up. I understand the city of Columbus does not enforce or review the placement of fences, but a homeowners association can. Thanks!
