Typically when we have an issue we try to diffuse the situation, rather than immediately call the city.
The first step should be to talk with your neighbors and get to know them better, and maybe ask them if they need help with anything.
Whether you have moved into newly owned home or you are just renting, you are now part of a community. Consider this a wonderful opportunity to get and give support and to make friends.
The Golden Rule absolutely applies here: treat others as you wish to be treated. Be courteous. It seems simple, but there may be natural tension from the situation that simple politeness can easily solve.
