The regular meeting of the CMRCC was held at the Carmel Mountain Ranch Branch Library on June 14, 2006. Joetta Mihalovich, chair, called the meeting to order at 6:32 pm. Official business was conducted as reported below.

CMRCC Business
San Diego Police Department: Officer Paul Lennon reported:
· On June 22 on the 1700 block of W. Bernardo a man attempted to lure a 15 year old female into some bushes. The victim ran away. Officer Lennon urged community members to call the police if they witness any suspicious activity.
· At a restaurant on 9920 Carmel Mountain Road a patron was confronted by a man with a knife and stabbed in the arm.
· The migrant liason officer has been reassigned due to insufficient staffing. If you have issues regarding migrant camps, contact the police department.
Councilman Brian Maienschein’s Office: Britney Rankin reported:
· Councilman Maienschein supports both opposes the elimination of the Community Police Officer position, and is working with the Mayor and Chief of Police to find an alternative.
· On June 5th the Councilman attended the Airport Authority meeting to oppose relocation of the regional airport to Miramar.
· There have been reports of a possible magazine scam in CMR. Children have approaching homeowners saying they are selling magazines for a school trip. The magazine sales are through Integrity Sales LLC. It is unclear whether buyers receive their magazines, but there is no class trip.
City Planning and Community Investment: Jennifer Cordeau reported:
· A General Plan update meeting will be held tomorrow at 9 am on 202 C Street, and will also be broadcast on the City’s website.
· On June 29 a Development Projects workshop will be held from 6-8 pm.
Chair’s Report: Joetta Mihalovich reported:
· The Community Police Officer position has been eliminated due to cutbacks. Joetta Mihalovich has started a letter campaign urging our Councilman, Mayor, and Police Chief to reconsider this decision. To help with this letter campaign, contact Joetta for names and addresses.
· Our community has lost it’s Police storefront.
· The decision to move CMRCC meetings to the Clubhouse will be tabled due to developments with the status of the Clubhouse.
· Instead of having lighting installed at the Rec Center basketball courts, Shea homes may pay for playground equipment at Highland Ranch Park.
Presentations
Simon Wong Engineering: Karla Ramirez and Mark Koll reported:
· The purpose of this presentation is the get community input on ideas for a pedestrian bridge on the corner of Shoal Creek and Ted Williams.
· The first portion of federal funding for the bridge has just been received. Simon Wong Eng. Was hired by the City in 2003 to come up with concepts and develop cost estimates.
· There are several alternatives for bridge layouts in this area where kids cross to go to school.
· If the community prefers a pre-fabricated bridge and it is cost effective, there’s no preclusion to using one on the site.
· The first step in getting the bridge installed is to hire a consultant, which is expected to take 9-12 months.
Carmel Mountain Ranch Country Club: Charles Sirois reported:
· On May 2nd a focus group was held in the Country Club. 59 ideas regarding the state of the Country Club were collected from the community and relayed to owners of the Country Club.
· The Country Club has been in escrow for 28-29 days, and is expected to close on July 12th. The buyer is a company who owns 2 other similar facilities in Southern California, and is very familiar with golf course operations. They plan on keeping the current staff, and to Mr. Sirois’ knowledge, plan to keep the Country Club as it is. Charles has made recommendations to the buyers of the Country Club to attend Community Council meetings and work with the community. Mr. Sirois was unable to disclose the identity of the buyer, or the price of sale.
· Joetta Mihalovich asked Mr. Sirois to relay to the current owners that the board would like to know who the new owners will be, and would like a meeting with them.
Cypress Greens Condos: John Nabors reported:
· Shea Homes is close to getting a grading permit. Next month they expect to start staking the slope for cutting and building of a retaining wall. The next step will be grading and installation of underground utilites. Model construction and sales are expected to start in Jan/ Feb 2007. The Eastbourne Road and Ted Williams improvements are expected to start in August 2006.
City of San Diego Collection Services Division: Charles Woolever reported:
· San Diego has a citywide greenery pickup, which is bi-weekly and alternates with recycling in most places.
· The greenery pickup is a manual collection program that requires participants to use a 32-45 gallon rigid trash can. Some rules include: 50 lb weight limit; no attached lids or wheels on container; no plastic bags; leaves, grass and clippings only are allowed and must be less than 4 feet in length and 6 in. in diameter per single piece; bundles less than 40 lbs are okay and must be tied at both ends; recycling must be set out by 7am and the container must be removed from the street by 6pm; containers must be set 3 feet from automated containers; no palm fronds or other fibrous material; no plastic, metal, glass, or trash.
